However, a group of University of California social scientists, sensing the enormity of the outrage, organized in 1942 to record and analyze the causes, legal and social consequences, and long-term effects of the detention program. The Spoilage, one of a series of books which resulted, analyzes the experiences of that part of the detained group-some 18,000 in total-whose response was to renounce America as a homeland; it shows the steps by which these "disloyal" citizens were inexorably pushed toward the disaster of denationalization. The success of the United States in research and development contributes to this optimism and leads many to assume that there is a technological fix for significant national problems. Since World War II the federal government has been the major supporter of commercial research and development efforts in a wide variety of industries. But how successful are these projects? And equally important, how do economic and policy factors influence performance and are these influences predictable and controllable? Linda Cohen, Roger Noll, and three other economists address these questions while focusing on the importance of R&D to the national economy. They examine the codependency between technological progress and economic growth and explain such matters as why the private sector often fails to fund commercially applicable research adequately and why the government should focus support on some industries and not others. They also analyze political incentives facing officials who enact and implement programs and the subsequent forces affecting decisions to continue, terminate, or redirect them. The central part of this book presents detailed case histories of six programs: the supersonic transport, communications satellites, the space shuttle, the breeder reactor, photovoltaics, and synthetic fuels. The authors conclude with recommendations for program restructuring to minimize the conflict between economic objectives and political constraints.

What did the Goodrich family "possess" which made them so unique? A belief in the power of knowledge, the importance of education, and a strong work ethic combined to imbue the Goodrich family with a distinctive sense of civic duty. James Goodrich served as governor of Indiana from 1917 to 1921 and as adviser to Presidents Warren G. Harding, Calvin Coolidge, and Herbert Hoover. During his eulogy of James Goodrich, the Reverend Gustav Papperman explained, "The Governor felt that he had been given talents that were a trust, that he was to administer them faithfully. . . ." According to author Dane Starbuck, "Education was a large part of the Goodriches' work ethos. . . . The family viewed education as a process by virtue of which the individual remained informed, made better business decisions, learned the importance of citizenship, and was given an opportunity for individual self-improvement. Therefore, work and education became the centerpieces of the Goodrich family's ethical and practical life." In later years, Pierre Goodrich, successful businessman and entrepreneur, would set aside a portion of his estate to found Liberty Fund because he believed that the principles of liberty on which our nation was founded need to be constantly kept before the public.
