Book excerpt: Membering the Rhodesian Linguistic Agenda in Zimbabwe reports on a study carried out in Zimbabwe to ascertain the degree and effect of honouring the colonial linguistic agenda. The book employs an interpretivist philosophy and qualitative research approach that relies on participatory observations, interviewing purposively sampled informants and focus group discussions involving snowball sampled graduates. It was inspired by the Critical Language Policy Theory that considers language choice a critical determinant factor in how communities are administered politically, economically, socioculturally and educationally. It establishes that whereas linguistic imperialism meant to serve as the lifeblood of the Southern Rhodesian colonial machine, the former coloniser ensured coloniality in Zimbabwe by presenting the English language as a sacred media in political, economic, sociocultural and educational settings forever. The study establishes that the only way Zimbabwe and other such post-colonies could find redemption is by eradicating the sacredness of former colonisers’ languages by adding value to all their languages and the indigenous knowledge systems associated with them. It also demonstrates that the bigger the delay, the more is irretrievably lost together with custodians of the languages. This book will be informative for undergraduates, postgraduates and researchers in linguistics, communication, sociology, anthropology and history. It may also serve well as a resource to government researchers, politicians and other policymakers.

The linguistic situation describes the ethnic and / or regional distribution as well as the social and functional distribution and hierarchy of the languages or varieties that are used for communication in a certain, generally administrative territory, according to prevalent ethnic, political, socio-economic and cultural conditions. It is always the result of historical processes and largely depends on the language policy adopted in the territory. I start the paper with a short look at Zimbabwe’s colonial history. Later on I examine the linguistic situation and the kind of language policy existing in Zimbabwe. In this context I talk about the languages spoken in Zimbabwe, their status and functions and the speakers’ attitudes towards those languages. Furthermore, I give a short summary of the results of the Harare 1997 Intergovernmental Conference on Language Policies in Africa. Finally, I try to give an impression of some of the peculiarities of the variety of English spoken in Zimbabwe. Due to the contact with and the influence of the indigenous language Shona there is some notable lexical, syntactical as well as phonological variation. Other features I deal with are the social varieties of English in Zimbabwe and the role of English in Zimbabwean literature. In summary, this paper aims at illustrating the linguistic situation in this former British colony by looking at the legal regulations (de jure situation), concerning the status and functions of the languages spoken most widely, as well as the de facto situation and the relation between the two. Apart from that, I also want to give an impression of the kind of English spoken in Zimbabwe and maybe find out whether something like a Zimbabwean variety of English exists.

Pseudo operations are those in which government forces disguised as guerrillas, normally along with guerrilla defectors, operate as teams to infiltrate insurgent areas. This technique has been used by the security forces of several other countries in their operations, and typically it has been very successful. A number of factors must be taken into account before attempting pseudo operations, especially their role in the intelligence and operational systems. Although it is likely that most insurgent movements have become more sophisticated, many of the lessons learned from previous pseudo operations suggest their continued usefulness in counterinsurgency campaigns.

One reason lies in the colonial economy, which was predicated on an ideology of white supremacy, creating an enclave formal economy employing one-fifth of the labour force. Yet over three decades after independence, the non-formal segment has become even more entrenched. This book assesses Zimbabwe's economy through three main phases: 1980- 0 when a strong social policy framework proved difficult to sustain due to erratic growth, and 1991- 6, when "structural adjustment" demanded a market-driven approach to development. The third phase is characterized by crisis-management leading to policy inconsistencies and reversals. Not surprisingly, such incoherence saw the economy descend into hyperinflation and paralysis in 2007- 8, leading to the signing of the Global Political Agreement in September 2008. In the absence of formal dollarization, economic recovery after the adoption of the multi-currency regime has remained fragile, leaving an estimated 70 per cent of the population outside the banking system. This has further entrenched uneven (enclave) growth as the economy remains locked in a low-income poverty trap. There is a need to facilitate transition towards formality to promote decent jobs. Furthermore, a strategic, developmental role for the state in the economy is now widely recognized as vital for development. Beyond the Enclave argues for a new approach to development in Zimbabwe based on pro-poor and inclusive strategies, which will contribute to the well-being of all of its citizens and wise stewardship of its resources. It offers suggestions on policy formulation, implementation, monitoring and evaluation in all sectors, designed to promote inclusive growth and humane development.
