The proceedings were published by DEStech Publications, Inc. and will submitted to Ei Compendex databases for indexing. We would like to mention that, due to the limitation of the conference venue capacity, we are not able to include many fine papers in the technical program. Our apology goes to those authors.

This document served as a background paper to present the status of policy mainstreaming and policy research for the improvement of policy development in aquaculture in support of food security, nutrition and poverty eradication. The document was presented in various African fora and received the validation of the stakeholders for its publication as part of policy research. Specifically, the paper was presented and included the inputs from the Consultative Meeting on Aquaculture Policy Development in Addis Ababa, Ethiopia, from 3 to 4 December 2018, 37th SADC Fisheries and Aquaculture technical meeting in Windhoek and the Consultative meeting on “improving policy development in aquaculture in support of food security, nutrition and poverty eradication” held in Kigali, Rwanda, from 10 to 14 June 2019. This research report includes recommendations by the stakholders to guide the mainstreaming of fisheries and aquaculture within wider policy frameworks, for the formulation and implementation of technical programmes for enhanced food security and nutrition at country and regional level in Africa.

Such a shift ultimately requires building on evolving improvements that collectively translate to deepening rural innovation capacity.

It highlights the social imaginaries of the migrants and citizens as they negotiate between a reconstructed notion of ‘India’ and their real present and future in the country of citizenship. Both South Africa and India have had a long history of group-based identity movements against exploitation around caste and race, intersecting with class, gender, language, religion and region. The combined history has allowed them to participate in novel ways in the global arena as regional powers. Despite significant gains in socio-economic development since its transition to democracy, the country continues to face the triple challenges of rising unemployment, income inequality and poverty – amid a slowdown in economic growth. Sustainability transitions offer new ways of shifting the trajectory of South Africa’s resource-intensive economy towards low-carbon pathways linked to the country’s transformative development agenda. Calls for inclusive approaches to greening the South African economy, which addresses the most vulnerable in society and ensures that the benefits of sustainability innovations reach all South Africans, are becoming more pronounced as sustainable development policy reforms are being implemented. The question that should be placed centre stage in South Africa’s sustainability discourse is whether notions of justice and inclusivity are being sufficiently addressed in the design and implementation of policy and programme interventions. This book explores South Africa’s sustainability transition through reflections on critical policy, economic, technological, social and environmental drivers. It provides a synthesis of theoretical insights, including new models and concepts, and praxis through illustrations from South Africa’s growing landscape of sustainable development policies and programmes. Book excerpt: This paper focuses on policies to raise growth; underpin fiscal sustainability while enhancing social safety nets; and strengthen financial sector stability, deepening, and inclusiveness. GDP growth has averaged 2 percent during 2000–14, well below the Central American regional average of 41⁄2 percent. While the underlying causes of the low growth are complex, a key channel through which they are expressed appears to be low investment. Given the need to increase growth, revenue-raising measures should be accompanied by cuts in distortionary taxation. Stress tests suggest that financial buffers are adequate to contain most risks. The financial deepening and advancing financial inclusion could have a meaningful impact on both growth and poverty.
