The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.

Book excerpt: This book investigates how ideas of and discourses about Europe have been affected by images of the Mediterranean Sea and its many worlds from the nineteenth century onwards. Surprisingly, modern scholars have often neglected such an influence and, in fact, in most histories of the idea of Europe the Mediterranean is conspicuously absent. This might partly be explained by the fact that historians have often identified Europe with modernity (and the Atlantic world) and, therefore, in opposition to the classical world (centred around the Mediterranean). This book will challenge such views, showing that a plethora of thinkers, from the early nineteenth century to the present, have refused to relegate the Mediterranean to the past. Importance is given to the idea of a distinct ‘meridian thought’, a notion first set forth by Albert Camus and now reworked by French and Italian thinkers. As most chapters argue, this might represent an important tool for rethinking the Mediterranean and, in turn, it might help us challenge received notions about European identity and rethink Europe as the locus of ‘modernity’. Affected from the start by negative fallout from the failure of Middle East peace initiatives, its inadequacies have been underlined by the popular movement for regime change in the Arab world. Leading experts provide here the first integrated analysis of the significance and shortcomings of the UfM. Beginning with critical questioning of the motives and institutional logics informing this venture, the collection proceeds to analyse its key actors, as well as major policy dossiers such as energy and development. The book explains how and why an initiative aiming to depoliticize Euro-Mediterranean relations in fact proved wide open to political discord, bringing huge disruption to UfM activity. While some aspects are found to have merit, the volume is critical of the way in which EU Mediterranean policy became driven by a narrow range of national interests, lost sight of the political objectives of the preceding Barcelona Process and became overwhelmingly bilateral in approach, at the expense of more ambitious region-building efforts. It concludes by highlighting the need to reform the EU Mediterranean policy framework in the light of the Arab uprisings of 2011. This book was published as a special issue of Mediterranean Politics.

The time was characterized by an intensive and controversial discussion between the European Union (EU) institutions and member states on the setup of arguably the most important institutional innovation besides the new post of the High Representative of the Union for Foreign Affairs and Security Policy (HR): the European External Action Service (EEAS).The EEAS has the purpose of serving its head, HR Ashton, in fulfilling her tasks of, inter alia, conducting the EU’s Common Foreign and Security Policy (CFSP) and increasing the efficiency and coherence of EU external relations. Regarding hither to the execution of EU foreign policy, the HR admitted in the run-up to the establishment of the EEAS that “the EU can be too slow, too cumbersome and too bureaucratic”1. With the setup of the new diplomatic service the EU wished to overcome occurring difficulties that result out of the complex net of responsibilities that characterise the external relations of the EU and thus ‘give the EU a stronger voice around the world, and greater impact on the ground’2.Given the fact that the EEAS constitutes a whole new de facto institution without predecessor and was therefore built from scratch,it is very interesting from a political scientist point of view to see where and how the new service is positioned in the institutional architecture of the EU system. Since the EEAS was ought to bring together rather intergovernmental (e.g. CFSP) and supranational (e.g. development cooperation) policy spheres of EU external action, a discussion on how it can be scrutinized by grand theories of European integration seems to offer valuable insights.In section 2 this research paper first takes a deeper look at two of the most influential grand theories of European integration, neofunctionalism and intergovernmentalism. Basic assumptions and logics of the two approaches will be used to build indicators with which the overall research question of the analysis will be assessed: ¿can the two grand theories explain the institutional setup of the newly established EEAS? The empirical examination of the topic,which will mainly be based on the relevant treaty provisions and the existing decisions and reports of the EU institutions on the EEAS, follows in section 3 of the paper. Furthermore, findings of various academic articles that dealt with the EEAS in the last two years are taken into account. A conclusion summarizes the results of the analysis in section 4.
