The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. In U.S. Intervention and Regime Change in Nicaragua, Solaún outlines the role of U.S. foreign policy during the Carter administration and explains how this policy with respect to the Nicaraguan Revolution of 1979 not only failed but helped impede the institutionalization of democracy there. Late in the 1970s, the United States took issue with the Nicaraguan dictator Anastasio Somoza. Moral suasion, economic sanctions, and other peaceful instruments from Washington led to violent revolution in Nicaragua and bolstered a new dictatorial government. A U.S.-supported counterrevolution formed, and Solaún argues that the United States attempts to this day to determine who rules Nicaragua. Solaún explores the mechanisms that kept Somoza's poorly legitimized regime in power for decades, making it the most enduring Latin American authoritarian regime of the twentieth century. Solaún argues that continual shifts in U.S. international policy have been made in response to previous policies that failed to produce U.S.- friendly international environments. His historical survey of these policy shifts provides a window on the working of U.S. diplomacy and lessons for future policy-making.

Book excerpt: In a radio broadcast in 1939 Winston Churchill defined Russia in a famous quip as ‘a riddle wrapped in a mystery inside an enigma.’ The chain of metaphors in Churchill’s famous maxim was to point the difficulty of making sense of the great political transformation Russia had gone through. Though perplexed, Churchill had a key to solve the Russian riddle: the national interest or more precisely ‘historic-life interests.’ The ‘new Middle East’ is also a riddle inside an enigma rolled up in a puzzle mat. The former is difficult to grasp even with metaphors. The national interest is not a ‘key’ either, for it appears more of a political ploy than an analytical edifice that can hardly be applicable to the haplessly artificial regional states. The enigma of the ‘Arab Spring,’ the mystery of the ISIL, the riddle of Russian intervention in Syria and the puzzle of Turkish national interests in the Middle East are few items in the long list of explanandum.

The key questions are: What role do media play in the production and circulation of cultural memories? How do mediation, remediation and intermediality shape objects and acts of cultural remembrance?
