Book excerpt: Switzer looks at how South Africa's communications industry, the largest and most powerful on the continent, promotes dependency among the subject African populations. This study of the Ciskei "Homeland", which has long been a fountainhead of African nationalism and a zone of conflict between blacks and whites, focuses on the privately owned, commercial press and its role in helping to frame a consensus in support of the political, economic and ideological values of the ruling alliance. The conceptual framework employed differs from that normally used in communications research. Further, Switzer offers an alternative methodology which attempts to show how researchers can conceptualize the purposes behind news, entertainment and advertising and to measure the extent to which mediated reality does and does not conform to the lives of the people. This work, then, is of interest to workers in communications as well as to those who are concerned with development in South Africa and, indeed, in the entire non-Western world.

The popular struggle against the country's former apartheid regime and the on-going democratisation of South African politics have generated enormous creativity and inspiration as well as many contradictions and unfulfilled expectations. In the present period of social transformation, the legacy of the country's past is both a source of continuing conflict and tension as well as a cause for celebration and hope. Post-apartheid South Africa provides an important case study of social transformation and how the cultural, social and political identities of a diverse population and the structure and practices of the media of mass communications affect the prospects for developing a multicultural democracy. The promise and the challenge of building a multicultural democratic society in a country with a racist and violent authoritarian legacy involves people with different identities and interests learning how to respect their differences and to live together in peace. It involves developing an inclusive or overarching common identity and a commitment to working together for a common destiny based on social equity and justice. South Africa's media of mass communications have an important role to play in the process of unprecedented social transformation - both in developing the respect for differences and the overarching identity as well as providing the public forum and the channels of communication needed for the successful development of the country's multicultural democracy. In South Africa, the democratization of the media must go hand in hand with the democratization of the political system in order to ensure that the majority of the citizenry participate effectively in the country's multicultural democracy. Book excerpt: Recent discussion of democratization in Africa has focused primarily on the reform of formal state institutions: the public service, the judiciary, and the legislature. Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences. It will be of interest to Africa area specialists, students of media and communications, political scientists and sociologists.
