Book excerpt: The objective of this research was to develop an overlay design method/procedure that is used for a structural overlay thickness design of flexible pavement in Louisiana based upon (1) in-situ pavement conditions and (2) non destructive test (NDT) methods, specifically the falling weight deflectometer (FWD) and/or Dynaflect. Fifteen overlay rehabilitation projects were selected for this study. These projects were strategically located throughout Louisiana with different traffic levels. At each selected project, NDT deflection tests including the falling weight deflectometer (FWD) and Dynaflect were performed at a 0.1-mile interval. For some of the selected projects, detailed condition survey data including cracking, rut depth, International Roughness Index (IRI), mid-depth temperature, and pavement thickness was also collected. Six NDT-based overlay design methods were selected and used in the overlay thickness design analysis.

The mechanistic analysis represents a new trend in both new pavement and overlay design. The greatest advantage of the mechanistic pavement analysis is that it considers the fundamental characteristics of materials to be used, is capable of considering changes in loading and tire pressure, and characterizes the response of the pavement to traffic loads in terms of strains and/or stresses. This type of analysis allows practicing engineers to more realistically address pavement structure, materials, and other influential variables such as environmental impacts so that the behavior of the pavement may be better understood. One of the critical steps in using the mechanistic type pavement analysis is the determination of pavement layer properties (e.g, resilient modulus). In this study, methods commonly used for determining resilient modulus have been reviewed. Three existing mechanistic overlay design procedures were also reviewed. Based on the review, improved procedures for determining pavement layer moduli and overlay design seem to be necessary. Significant contributions of this study are the development and computerization of an improved backcalculation procedure (BOUSDEF) for determining pavement layer moduli and an improved mechanistic overlay design procedure (MECHOD). Initial evaluations on both procedures were performed. For BOUSDEF, three approaches were used: 1) comparing with hypothesized theoretical moduli, 2) comparing with other developed backcalculation programs, and 3) comparing with laboratory tested modulus values. The evaluation showed BOUSDEF provided favorable comparisons. Therefore, the program can be effectively used as a tool to make initial evaluation of deflection testing data for determining pavement layer moduli. For MECHOD, actual pavement data from the states of Oregon and Alaska were used. All pavements evaluated are conventional structures consisting of an asphalt concrete surface, an aggregate base and/or a subbase, over subgrade. The evaluation showed that the improved method provided very similar results to those of standard procedures (ODOT, AASHTO, and The Asphalt Institute). The BOUSDEF and MECHOD programs can be implemented together as a pavement evaluation and overlay design system. That is; 1) use BOUSDEF to backcalculate pavement layer moduli, and 2) use MECHOD to perform overlay design.

Book excerpt: This study presents a mechanistic-based overlay design procedure which incorporates the in-situ pavement layer moduli values evaluated by non-destructive testing using Falling Weight Deflectometer. The developed overlay design procedure is mechanistic-based where it makes use of the stresses and strains developed under traffic axle loads to assess the pavement induced damage. The method addresses the effect of seasonal variation on the accumulated damage along the pavement life. For each season, the pavement layer moduli values are adjusted to reflect the variation in pavement temperature and the subgrade moisture including the effects of freeze and thaw if exist. The design method allows for the calculations of the stresses and strains in the pavement layers at each season, and then sum all the damage occurred along the pavement life. Damage is estimated in terms of accumulated fatigue and/or rutting damage along the designated service life. Due to the complexity of the calculation process and the iterative nature of the procedure, the developed overlay design system has been implemented in an event driven user friendly computer program named FLEXOLAY. The program is tested and compared with overlay design methods using pavement sections from the state of Idaho. It is found that the overlay thickness determined by the FLEXOLAY was close to some of the existing methods and far from others depending upon the existing pavement conditions.
