In doing this it is necessary, in the first place, to consider the nourish ment of the organism. Inasmuch as meat constitutes the principal foodstuff for the human body, the regulation of the diet of man must also extend to meat products. And since there has been considerable attention paid to the latter from a hygienic standpoint, justification is had for the use of the words meat hygiene, by which is understood that part of the regimen which concerns the procurement of wholesome meat foods for man, their value to public health, as well as the dangers which threaten the consumers of diseased or unsound meats. For the prevention of these dangers there should be, in the first place, an expert supervision of the meat-food products of man. Everything which constitutes such a supervision may be comprised in the term of meat inspection or meat examination. By this should be understood the examination of meat and the products made of the same, relative to their proper origin and desirability as food for man. The highest salary paid is per year. Each man is paid ac cording to his qualifications and the manner in which he does his work. Country slaughter houses are under control of the rural district police officials. The blood and offal are conveyed to local reduction plants which are conveniently located. Hogs for im mediate slaughter only are permitted around the slaughter houses. The building and equipment when completed will cost as much, if not more, than the one at Edinburgh. Offices with lavatories, lockers and shower baths are provided for the Chief and his assistants. There is a well equipped laboratory with a bacteri ologist and chemist in charge where samples of meat and milk are examined. The administration building is a two story concrete structure. When an animal dies in Scotland the law forbids removal of the carcass until a veterinarian makes a post mortem examination and issues a permit. Glasgow's milk supply is examined by one veterinarian, who inspects the cows barns and utensils. The supply comes from about 900 dairies. The samples collected are examined at the city abattoir. The inspection is not entirely satisfactory. Dr. Trotter's Annual Report for 1910 is submitted, and it con tains some valuable information. Some years ago our citizens were much exercised over the sensational reports of the inefficiency of meat inspection. As soon as the people began to examine the matter soberly, they found that the initiatory movement for the improvement of inspection had been taken by the Bureau of Animal Industry, that the inspectors were doing their whole duty under the authority which they then had, and that the health of the meat consumer was reasonably well guarded. Nevertheless, with the passage of the law of June 30, 1906, meat inspection was placed on a better basis. Under the new law the inspector cannot recognize lesions which were previously unrecognizable, nor can he perform his duties more conscientiously than under the old law, but he has authority to enforce sanitary measures where previously he could merely make suggestions. It is in the field of general sanitation of abattoirs and packing rooms that the greatest changes for the better have taken place. Under the new law it may be rightly asserted that the Bureau of Animal Industry has put in operation the most efficient meat inspection service known to the civilized world. The inspection regulations reflect the most recent advances in our knowledge regarding the effect of animal diseases upon the wholesomeness of meat for food. Only two sanitary qualities of meat are recognized: meat to be passed, and meat to be condemned. Wholesome meat is not condemned, and unwholesome meat is not passed. The subject has hitherto been so little studied in England that it is hoped this work may be useful in aiding municipal and other authorities, contemplating the erection of new abattoirs. It is hoped, however, that the remarks on bacteriology, which have of necessity to be included, will prove sufficient for the majority of those concerned with the inspection of meat. The work is not intended as a textbook on the subject, but rather as an aid to those who have to deal practically with the subject, such as meat inspectors, and students for the Public Health diploma.
