Book excerpt: The aim of this report is to contribute to measure the universality of social protection in a European Union Member State using an approach set forth by Muñoz de Bustillo et al. (2020) based on metrics of coverage and adequacy. Based on the indications provided by the authors of the type of indicators that would be necessary for measuring coverage and adequacy of social protection programmes, we develop the operationalisation of the framework using relevant data and indicators for Spain with the idea that it can be extended to other Member States. The social protection dimensions covered are the following: unemployment benefits, pensions, social assistance and family benefits, health, education, and housing. We rely primarily on data coming from Eurostat, the OECD, and the WHO. We provide the structure of the system of indicators of universality, measure them in each dimension, and aggregate the indicators into a synthetic index. The report concludes with a set of considerations and recommendations arising from the measurement process carried out. It also includes reflections and proposals related to the concept of universality, the role of public provision of social protection, and data sources used and which other potential data series would be useful for measuring universality.

Book excerpt: The aim of this report is to analyse the degree of universality of housing (support) policy across the EU member states and to refine the set of most relevant and reliable indicators that could be used to measure the universality of housing policy. The study is based on the analytical framework developed by Muñoz de Bustillo Llorente et al. (2020) proposing to measure universal social protection through the two main dimensions of coverage and adequacy. We present and discuss the results of the measured universality of housing (support) policy in the EU Member States applying our proposed methodology. The analysis is performed using OECD and Eurostat data available at the EU level. The report highlights the limitations of the data as well as possible solutions to address them, with the aim of improving the assessment of universality of housing policy and comparability across the EU member states in the future.

This study builds upon the conceptual framework to define and measure the universality of social protection from Muñoz de Bustillo et al. (2020), and upon Arranz et al. (2021), who operationalize and test on a pilot basis the previous analytical framework for an EU Member State (Spain). In the case of UB, coverage should be measured using a percentage rate of unemployed covered by unemployment benefits, and adequacy using a replacement rate during the unemployment spell, i.e. the proportion of pre-unemployment income that is maintained after t months of unemployment. We rely on EU-level data from Eurostat and the OECD and propose an approach for measuring the adequacy and coverage of UB across the EU, discussing the pros and cons of different indicators. The best indicators are aggregated into a synthetic index of universality of unemployment benefits for each Member State. The report concludes with a set of considerations and recommendations arising from the measurement process carried out.

We propose to define the universality of a given Welfare State along three dimensions: the range of social needs addressed the degree to which the relevant population is covered, and the extent to which the needs are adequately covered in each case. We argue that these three dimensions can be used to measure the universality of European social systems. We discuss how this measurement could be implemented and present an illustrative operationalisation through a system of indicators for health, unemployment benefits, sickness benefits, old-age pensions, social assistance, housing, and education.

Anecdotal evidence suggests health systems often perform badly in this respect, apparently with devastating consequences for households, especially poor ones and near-poor ones. Two principal methods have been used to measure financial protection in health. Both relate a household's out-of-pocket spending to a threshold defined in terms of living standards in the absence of the spending: the first defines spending as catastrophic if it exceeds a certain percentage of the living standards measure; the second defines spending as impoverishing if it makes the difference between a household being above and below the poverty line. The paper provides an overview of the methods and issues arising in each case, and presents empirical work in the area of financial protection in health, including the impacts of government policy. The paper also reviews a recent critique of the methods used to measure financial protection.

This study focuses on how social protection coverage before the pandemic influences the extent of targeted versus universalist policies in advanced and developing economies. It offers new insights regarding continued and new patterns in policy design, particularly concerning beneficiaries and the type of programmes, by learning from the policy mix of crisis relief. The study draws on two datasets: the COVID-19 Stimulus Tracker and the Social Protection Floor Index. Combined, they provide information about financing gaps for social protection floors before the pandemic and about countries' specific pandemic policy responses. Using standard regression modelling, an association is estimated between social protection floor indexes and the share of universal policy measures across different conceptualizations of social protection. The findings offer first reflections on the extent to which pre-existing systems matter and in what way recent policy innovations may inform the design of shock-responsive systems going forward.

This recommendation includes the mandate, co-shared by the Social Protection Committee (SPC) and the European Commission, of establishing a monitoring framework and developing agreed common quantitative and qualitative indicators to assess the effective implementation of the recommendation. This impulse crystallised into the development of a first version of the monitoring framework on access to social protection for workers and the self-employed (European Commission/SPC, 2020), which, among other tasks, has proposed concrete indicators aiming at measuring the effective coverage and adequacy of social protection systems across the EU. This effort is the basis for the present work. The main objective of this report is to present the results of the application of such indicators, providing critical comments intended to improve the current methodology of the monitoring framework.
