Scientists from different backgrounds and numerous countries have tried to measure the extent of this form of discrimination, mostly by using field experiments such as audit or correspondence tests. This paper will provide an overview of the literature on measuring discrimination in more general terms as well as reviewing the studies already conducted that focus on ethnic or racial discrimination in hiring. It will focus on how discrimination is defined in different disciplines, on the historical political context in which field experiments have emerged once anti-discrimination legislation was adopted in the US and the UK and how the technique was developed further over time. Methodological issues such as the difference between audit (i.e. in-person) and correspondence test (i.e. CV-based) will be addressed as well as the ethical and legal stumbling blocks researchers can encounter when conducting field experiments. It will be shown that today's field experiments not only cover a wider group of countries, professions or minority groups, but also increasingly add more variables to the testing. Despite this variety in the research designs, this paper concludes that certain trends can be observed in all tests and that discrimination in hiring can be found in all countries where field experiments were conducted.

Book excerpt: It has been clear for at least 50 years the disadvantages that small businesses face in competing for U.S. government contracts. The Small Business Act of 1953 created the Small Business Administration (SBA), an independent agency in the executive branch that counsels and assists specific types of small businesses including firms owned by minorities and other socially and economically disadvantaged individuals and firms owned by women. Women-owned small businesses, however, are underrepresented or substantially underrepresented in some industries. In 2002, the SBA Office of Federal Contract Assistance for Women Business Owners (CAWBO) organized a draft study containing a preliminary set of approximations of the representation of women-owned small businesses in federal prime contracts over $25,000 by industry. Because of the past legal challenges to race- and gender-conscious contracting programs at the federal and local levels, the SBA asked the Committee on National Statistics of the National Academies to conduct an independent review of relevant data and estimation methods prior to finalizing the CAWBO study. The Steering Committee on Women-Owned Small Businesses in Federal Contracting was created and charged with holding a workshop to discuss topics including the accuracy of data and methods to estimate the use of women-owned small businesses in federal contracting and the definition of "underrepresentation" and "substantial underrepresentation" in designating industries for which preferential contracting programs might be warranted. Analyzing Information on Women-Owned Small Businesses in Federal Contracting presents the committee's report as well as the recommendations that committees have made.

Individuals experience a myriad of stressors in their everyday lives, and, while many people experience some of the same types of stressors, responses and reactions to stressful life events, interactions, and situations often vary. Book excerpt: The racial injustice that continues to plague the United States couldn't be a clearer challenge to the country's idea of itself as a liberal and democratic society, where all citizens have a chance at a decent life. Moreover, it raises deep questions about the adequacy of our political ideas, particularly liberal political theory, to guide us out of the quagmire of inequality. So what does justice demand in response? What must a liberal society do to address the legacies of its past, and how should we aim to reconceive liberalism in order to do so? In this book, Andrew Valls considers two solutions, one posed from the political right and one from the left. From the right is the idea that norms of equal treatment require that race be treated as irrelevant--in other words, that public policy and political institutions be race-blind. From the left is the idea that race-conscious policies are temporary, and are justifiable insofar as they promote diversity. This book takes issue with both of these sets of views, and therefore with the constricted ways in which racial justice is debated in the United States today. Valls argues that liberal theory permits, and in some cases requires, race-conscious policies and institutional arrangements in the pursuit of racial equality. In doing so, he aims to do two things: first, to reorient the terms of racial justice and, secondly, to make liberal theory confront its tendency to ignore race in favor of an underspecified commitment to multiculturalism. He argues that the insistence that race-conscious policies be temporary is harmful to the cause of racial justice, defends black-dominated institutions and communities as a viable alternative to integration, and argues against the tendency to subsume claims for racial justice, particularly as they regard African Americans, under more general arguments for diversity.
