He does this by measuring the political content of news, as a way to measure the PQ, or "political quotient" of voters and politicians. Among his conclusions are: (i) all mainstream media outlets have a liberal bias; and (ii) while some supposedly conservative outlets—such the Washington Times or Fox News' Special Report—do lean right, their conservative bias is less than the liberal bias of most mainstream outlets. Groseclose contends that the general leftward bias of the media has shifted the PQ of the average American by about 20 points, on a scale of 100, the difference between the current political views of the average American, and the political views of the average resident of Orange County, California or Salt Lake County, Utah. With Left Turn readers can easily calculate their own PQ—to decide for themselves if the bias exists. This timely, much-needed study brings fact to this often overheated debate.

Book excerpt: As a new president takes power in Russia, this book provides an analysis of the changing relationship between control of Russian television media and presidential power during the tenure of President Vladimir Putin. It argues that the conflicts within Russia’s political and economic elites, and President Putin’s attempts to rebuild the Russian state after its fragmentation during the Yeltsin administration, are the most significant causes of changes in Russian media. Tina Burrett demonstrates that President Putin sought to increase state control over television as part of a larger programme aimed at strengthening the power of the state and the position of the presidency at its apex, and that such control over the media was instrumental to the success of the president’s wider systemic changes that have redefined the Russian polity. The book also highlights the ways in which oligarchic media owners in Russia used television for their own political purposes, and that media manipulation was not the exclusive preserve of the Kremlin, but a common pattern of behaviour in elite struggles in the post-Soviet era. Basing its analysis predominately on interviews with key players in the Moscow media and political elites, and on secondary sources drawn from the Russian and Western media, the book examines broad themes that have been the subject of constant media interest, and have relevance beyond the confines of Russian politics.

Book excerpt: Accusations of partisan bias in Presidential election coverage are suspect at best and self-serving at worst. They are generally supported by the methodology of instance confirmation, tainted by the hostile media effect, and based on simplistic visions of how the news media are organized. Media Bias in Presidential Election Coverage 1948-2008 by Dave D’Alessio, is a revealing analysis that shows the news media have four essential natures: as journalistic entities, businesses, political actors, and property, all of which can act to create news coverage biases, in some cases in opposing directions. By meta-analyzing the results of 99 previous examinations of media coverage of Presidential elections from 1948 to 2008, D’Alessio reveals that coverage has no aggregate partisan bias either way, even though there are small biases in specific realms that are generally insubstantial. Furthermore, while publishers used to control coverage preferences, this practice has become negligible in recent years. Media Bias proves that, at least in terms of Presidential election coverage, The New York Times is not the most liberal paper in America and the Fox News channel is substantially more conservative in news coverage than the broadcast networks. Finally, Media Bias in Presidential Election Coverage 1948-2008 predicts that no amount of evidence will cause political candidates to cease complaining about bias because such accusations have both strategic potential in campaigns and an undeniable utility in ego defense.

It is based on national election surveys held in "old" and "new" democracies in Europe (Germany, Britain, Spain, Greece, Italy, Portugal, Bulgaria), North and South America (the United States, Chile and Uruguay), and Asia (Hong Kong) between 1990 and 2004. It is methodologically innovative, notwithstanding the fact that its core concern with "political intermediation" (i.e., the flow of political information from parties and candidates to voters through the mass-communications media, membership in secondary associations, and direct, face-to-face contacts within interpersonal networks) was first introduced to the study of electoral behavior by Paul Lazarsfeld and his collaborators in the 1940s. In addition to reviving that long-neglected analytical framework, this book breaks new ground by systematically exploring the impact of socio-political values on electoral behavior. It also analyzes the role of political intermediation in forming basic attitudes towards democracy (which are crucial for the consolidation of new democracies), and, in turn, channeling those orientations into various forms of political behavior. Some of the findings presented in this volume are dramatic, and clearly reveal that these channels of information are among the most powerful factors influencing the development of political attitudes and partisan electoral behavior. So, too, are socio-political values in some countries (particularly the United States). This volume is the first book-length product of the now 18-country Comparative National Elections Project.

Why has confidence in the press declined so dramatically over the past 40 years? And has this change shaped the public's political behavior? This book examines waning public trust in the institutional news media within the context of the American political system and looks at how this lack of confidence has altered the ways people acquire political information and form electoral preferences. Jonathan Ladd argues that in the 1950s, '60s, and early '70s, competition in American party politics and the media industry reached historic lows. When competition later intensified in both of these realms, the public's distrust of the institutional media grew, leading the public to resist the mainstream press's information about policy outcomes and turn toward alternative partisan media outlets. As a result, public beliefs and voting behavior are now increasingly shaped by partisan predispositions. Ladd contends that it is not realistic or desirable to suppress party and media competition to the levels of the mid-twentieth century; rather, in the contemporary media environment, new ways to augment the public's knowledgeability and responsiveness must be explored.
