Book excerpt: "This book argues that the mass party emerged as the product of two distinct but related 'primitive accumulations' - the dismantling of communal land tenure and the corresponding dispossession of means of local administration. It illustrates this argument by studying the party central to one of the longest regimes of the 20th century - the Partido Revolucionario Institucional (PRI) in Mexico, which emerged as a mass party during the 1930s and 1940s. I place the PRI in comparative perspective, studying the failed emergence of Bolivsia's Movimiento Nacionalista Revolucionario (MNR) (1952-1964), attempted under similar conditions as the Mexican case. Why was party emergence successful in one case but not the other? As the book shows, the PRI emerged as a mass party in areas in Mexico where land privatization was more intensive and communal village government was weakened, enabling the party's construction and subsequent absorption of peasant unions and organizations. To the extent that the MNR's saw organizational successes, these were limited precisely to areas in Bolivia with similar agrarian structures as those where the PRI succeeded in Mexico. Ultimately, the overall strength of communal property holding and concomitant traditional political authority structures blocked the emergence of the MNR as a mass party. In the parts of Mexico and Bolivia where economic and political expropriation was more pronounced, there was a critical mass of individuals available for political organization, with articulatable interests, and a burgeoning cast of professional politicians, that facilitated connections between the party and the peasantry. The opposite occurred in the areas of the countries were communal property and governmental forms were stronger"--

Within a few years, however, most observers saw the protests as a failure given the outbreak of civil wars and re-emergence of authoritarian strongmen in countries like Egypt. But in Delta Democracy, Catherine E. Herrold argues that we should not overlook the ongoing mobilization taking place in grassroots civil society. Drawing upon ethnographic research on Egypt's nongovernmental organizations (NGOs) in the wake of the uprisings, Herrold uncovers the strategies that local NGOs used to build a more democratic and just society. Departing from US-based democracy advocates' attempts to reform national political institutions, local Egyptian organizations worked with communities to build a culture of democracy through public discussion, debate, and collective action. At present, these forms of participatory democracy are more attainable than establishing fair elections or parliaments, and they are helping Egyptians regain a sense of freedom that they have been denied as the long-time subjects of a dictator. Delta Democracy advances our understanding of how civil society organizations maneuver under state repression in order to combat authoritarianism. Using extensive interviews with parents and a variety of data sources, this book examines how social contexts and culture affect parenting decisions. By analyzing class differences in neighborhoods, schools, and networks, as well as their relationship to mobility-related parenting practices, the authors demonstrate that cultural differences are no match for economic inequalities. They show how middle-class parents have access to social contexts characterized by security, which gives rise to what the authors call "strategic parenting"-- a set of practices that allow adolescents to develop the qualities and skills they will use to go off to college and, subsequently, achieve the American dream. Conversely, the contexts of working-class parents are characterized by precarity, giving rise to "defensive parenting"--an almost frantic use of harm-mitigating interventions to protect adolescents from threats to both their well-being and prospects for mobility. This important book calls for a shift in public policy away from trying to change working-class parents to improving the social contexts in which society asks them to raise the next generation.
