Indicators demonstrating the need for change include the relatively poor performance by American students on international tests and the small number of students performing at the highest levels on National Assessment of Educational Progress tests. Recent studies have shown that gifted and talented elementary school students have mastered 35-40% of the curriculum in five basic subjects before they begin the school year; most regular classroom teachers make few, if any, provisions for talented students; highest achieving students study less than an hour a day; and only 2 cents out of every $100 spent on K-12 education supports special opportunities for talented students. A review describes how gifted and talented students are currently identified, the number of students served, the kind of support available, the kind of education most gifted and talented students receive, and characteristics of effective programs for these students. Seven recommendations are offered: (1) set challenging curricular standards; (2) establish high-level learning opportunities; (3) ensure access to early childhood education; (4) increase learning opportunities for disadvantaged and minority children with outstanding talents; (5) broaden the definition of gifted (a broadened definition based on the federal Javits Gifted and Talented Education Act is offered); (6) encourage appropriate teacher training and technical assistance; and (7) match world performance. Pediatricians and other clinicians are called upon to care for an increasing number of children with developmental disabilities in their practice and thus there is a need for a practical guide specifically written for paediatricians and primary care clinicians that addresses major concepts of neurodevelopmental pediatrics. In the United States, the specialty training leading to a conjoint board certification by the American Board of Pediatrics and American Board of Psychiatry and Neurology, requires a total of 6 years of training (2 years of pediatrics, 1 year of neurology, 18 months of child neurology, 18 months of neurodevelopmental disabilities). As of December 2006, in the US, there were 241 pediatricians and 55 child neurologists certified in the subspecialty of Neurodevelopmental Disabilities. Thus most of the children with developmental disabilities are seen by pediatricians and therefore it is important for these pediatricians to be well informed of common issues in the field. The 60,000 or so pediatricians in the United States (and hundreds more in other countries) are the main target audience for a practical book on neurodevelopmental pediatrics.

In this timely and wide-ranging study, Karsten Stueber argues that empathy is epistemically central for our folk-psychological understanding of other agents—that it is something we cannot do without in order to gain understanding of other minds. Setting his argument in the context of contemporary philosophy of mind and the interdisciplinary debate about the nature of our mindreading abilities, Stueber counters objections raised by some in the philosophy of social science and argues that it is time to rehabilitate the empathy thesis. Empathy, regarded at the beginning of the twentieth century as the fundamental method of gaining knowledge of other minds, has suffered a century of philosophical neglect. Stueber addresses the plausible philosophical misgivings about empathy that have been responsible for its failure to gain widespread philosophical acceptance. Crucial in this context is his defense of the assumption, very much contested in contemporary philosophy of mind, that the notion of rational agency is at the core of folk psychology. Stueber then discusses the contemporary debate between simulation theorists—who defend various forms of the empathy thesis—and theory theorists. In distinguishing between basic and reenactive empathy, he provides a new interpretive framework for the investigation into our mindreading capacities. Finally, he considers epistemic objections to empathy raised by the philosophy of social science that have been insufficiently discussed in contemporary debates. Empathy theorists, Stueber writes, should be prepared to admit that, although empathy can be regarded as the central default mode for understanding other agents, there are certain limitations in its ability to make sense of other agents; and there are supplemental theoretical strategies available to overcome these limitations.
