Book excerpt: In recent years the Gulf region has witnessed a number of major regional/international developments, the most prominent of which being the war in Iraq and the crisis surrounding the Iranian nuclear program. These developments have contributed to regional instability and have undermined efforts to achieve a balance of power in the Gulf region. Furthermore, during this period local apprehensions pertaining to the national security of the Gulf Arab countries have emerged. These comprise the demographic imbalance stemming from the vast migrant labor force in the GCC states and concerns regarding the inherent threats of the rapid development being witnessed by the region owing to its increased openness to the global economy. Internal and external threats necessitate concerted efforts to reinforce regional Gulf security via the establishment of a regional security system involving all the countries of the region as well as the cooperation and contribution of other states and international organizations. In formulating their new approach to security, the GCC states must reinforce their ability to deter intervention in their affairs by large regional neighbors and extra-regional actors. The common crises and challenges threatening the security of the Gulf countries should be a catalyst for the formulation of a unified Gulf strategy which necessitates a greater role for the GCC in achieving regional stability and fortifying the national security of its states. This book, which consists of papers presented at the ECSSR’s 12th Annual Conference of 5–7 March 2007, discusses both security threats and opportunities concerning the Gulf countries, with special reference to the foreign military presence in the region and the instability stemming from Iraq and Iran. It also investigates the need to establish a coherent and permanent defense system in the region. Moreover, it addresses internal security challenges facing the Gulf countries which have cross-border repercussions, such as organized crime and the demographic imbalance resulting from the flow of migrant labor to the region. Therefore, there are compelling reasons for concrete actions to step up security in the strategic waterways and ports at a time when terrorists are looking for soft targets. The fact is that the security of the Red Sea, Bab el-Mandab Straits, Gulf of Aden, and Arabian Sea, are among the world’s busiest waterways. Yemen’s cooperation with the international community is part of an ambitious effort to improve security worldwide and this cooperation will develop further. Given the strong and multilateral interest of the international community in the Red Sea, Bab el-Mandeb Straits, the Gulf of Aden and Arabian Sea, the littoral states must do their best to provide sufficient security against piracy in order to achieve stability in the region and worldwide. The international community and regional countries should agree on means that can be taken by each respective state individually and collectively. Maritime safety is considered an essential element of economic security for Arab countries and the rest of the world, and therefore the Arab world should support and back international and regional joint efforts. Such regional endeavors to protect maritime shipping lanes from any threat including piracy, in addition to capacity building of maritime security workers, all represent the core of bilateral and multilateral partnership among concerned maritime organizations and Arab states. Because of this it is important for Arab states to expand their diplomatic relations regionally and internationally on the basis of enhancing their security capabilities, including access to necessary training, joint naval maneuvers, and keep up with international maritime developments.

As such, threat perceptions relating to Gulf security have become increasingly salient not only for the Gulf states but for the international community as a whole. Indeed the “oil dimension” combined with the “geostrategic dimension” have shaped and framed the policies of many countries concerning the Gulf. In this context, the importance of curtailing and containing any threat that would endanger the overall security – particularly that of oil resources and supplies – of the region concerns outside powers. The main partners and players in the Gulf – the GCC states and the United States – must review any forthcoming proposal for the establishment of a new collective Gulf security system in order to be effective in revising current arrangements. Although oil will continue to be at the core of US strategic interest in the security of the Gulf, the Bush administration has followed a comprehensive, interactive and flexible approach in dealing with economic, political and strategic issues. It is important to understand how the GCC states will produce a new and robust collective security vision and then attempt to face up to the challenges of the new regional order that is currently taking shape. Initially, they must identify the dynamics that affect their security. This will require a review of how the Peninsula Shield force could be re-structured, and of how quickly the force might be made operational; and more importantly, of how much commitment the Gulf states will demonstrate in the implementation of collective regional security agreements. Furthermore, the GCC should examine how it might benefit from the experiences of other regional and international security and political bodies – including the European Union (EU), NATO and the Organization for Security and Cooperation in Europe (OSCE) – since security threats cannot be confronted by only a few regional players or through outmoded military techniques, and emphasize the need for the establishment of a collective international forum to tackle regional issues and demands.
