Yet in an era of great power competition, do those activities support national strategy? This paper offers a structure for answering that question, placing maritime security in the context of GPC by describing competition as a function of control for the international system. The framework introduced in this paper demonstrates that maritime security is an important component of maintaining a system that benefits US security and prosperity. The framework also shows that there are two roles for maritime security in GPC -- avoiding corrosion of the US-led system by great powers and avoiding corrosion caused by lesser powers. These two approaches have different implications for Navy deployment, procurement, and employment policy. Consequently, although our analysis suggests that maritime security is integral to GPC, its roles can vary, pulling resources in divergent directions according to policy priorities.

Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

China and Russia increasingly bristle under the constraints of the post-World War II systems of global trade, finance, and governance largely created by the United States and its allies, systems that the United States has protected and sustained to the economic and security benefit of its citizens and the citizens of other nations. Unbalanced multi-polarity is an especially unstable condition, and the United States is not effectively postured to manage that instability. Today’s international system is moving toward unbalanced multi-polarity. Unfortunately, the United States is not currently prepared to manage such an international environment. If Americans want to preserve their nation’s secure and prosperous position as the world’s great power, the United States must begin now to prepare strategically for what it will inevitably face. Otherwise, it will ultimately be forced into an increasingly limited number of unattractive options to sustain its position of leadership.

The most likely great power friction points today are located at sea. Any shots fired between China and the United States will likely be between navies and air forces rather than armies. This book links the great powers' competition for overseas bases to several streams of more or less contemporary international relations theory. This monograph consists of seven chapters and opens with an introduction to the diplomacy of basing access, followed by a discussion on the different types or purposes of basing access as they have evolved over the past several decades in response to changes in diplomacy and military technology. The major powers' overseas basing-access networks in the consecutive interwar, early postwar, and recent postwar periods are then reviewed, along with the earlier corpus of geopolitical theory, specifically as it relates to basing diplomacy. Emphasis is on the conflicting assumptions about what reciprocal strategic advantages and disadvantages inhere to the geographic positions of the United States and USSR. The final chapter considers a number of ""functional"" areas of world politics that are closely intertwined with basing diplomacy, and relates the competition for facilities to raw materials access, surrogate wars, strategic deterrence, arms control, balances of payments, arms sales and aid, alliances, and other such staple concerns of international relations.
