Book excerpt: Today western nations consume annually only a small percentage of their resources from the sea, despite the proclamation of Exclusive Economic Zones (EEZ) by many. In contrast, most Pacific Basin Countries obtain more than a quarter of their annual needs from the ocean. Determination of greater rewards from the development of marine resources is markedly inhibited by the limited technical abilities available to locate and assess them. Knowledge of Exclusive Economic Zone resources is schematic and generalised, and a detailed understanding of the geology and processes relating to the economic use of the seafloor is both fragmentary and very basic. Technology for mapping the mineral resources of continental shelves and ocean areas, except in active offshore hydrocarbon provinces, has been largely developed in pursuit of scientific objectives and competence to rapidly appraise economic potential is limited. Similarly, the capability to characterise and evaluate the other resources of the seas is rudimentary. The development of ocean resources will become increasingly urgent as the growth of the world population and the depletion of land reserves combine to enhance demand. Also, increasing environmental constraints will limit the availability of traditional land-based resources; nevertheless, new offshore development must proceed in a manner whereby the marine environment is not plundered but protected and conserved. The challenge to develop ocean resources with responsible environmental stewardship will require greater leadership than the development of the technologies of exploitation.

Over the years the Programme sponsored around 30 Advanced Study Courses. They took place in ten different member states of the European Union and their contribution in the formation of a European scientific community was significant. They also encouraged exchanges and contacts with several countries around the world such as United States, the third Mediterranean countries and others. The Course on Ocean Forecasting was one ofthe most successful with regard to its con tent, number of applications for participation and students satisfaction. When considering the need for the Advanced Study Course on Ocean Forecast ing, it is important to remember that the Oceans and Seas have always played a central role throughout the history of mankind. This is seen from the times of the ancient civilizations ofEgypt and Greece with the Phoenician traders, to the Viking voyages of exploration and discovery in medieval times.

It provides the necessary background information concerning diatom research, useful for both diatomists and non-diatomists. It deals with the development of electronic databases, image preprocessing, automatic contour extraction, the application of existing contour and ornamentation features and the development of new ones, as well as the application of different classifiers (neural networks, decision trees, etc.). These are tested using two image sets: (i) a very difficult set of Sellaphora pupula with 6 demes and 120 images; (ii) a mixed genera set with 37 taxa and approximately 800 images. The results are excellent, and recognition rates well above 90% have been achieved on both sets. The results are compared with identification rates obtained by human experts. One chapter of the book deals with automatic image capture, i.e. microscope slide scanning at different resolutions using a motorized microscope stage, autofocusing, multifocus fusion, and particle screening to select only diatoms and to reject debris. This book is the final scientific report of the European ADIAC project (Automatic Diatom Identification and Classification), and it lists the web-sites with the created public databases and an identification demo.
