The author has played an active role in combating marine pollution in the international arena since the 1970s and was awarded the International Maritime Prize for 1989 by the International Maritime Organisation.

This document relates to the oil spill component of The National Plan to Combat Pollution of the Sea by Oil and Other Noxious and Hazardous Substances (National Plan). The national contingency plan hierarchy outlined in Figure 1 consists of national marine oil and marine chemical spill plans, the Marine Pollution Contingency Plan for the Great Barrier Reef Marine Park (REEFPLAN) and State/NT, port, and industry plans. This Plan, the National Marine Oil Spill Contingency Plan, prescribes procedures and provides information required to implement the National Plan.
