Book excerpt: Over the past decade, there has been a surge of interest around the world in marine planning as an innovative approach to balancing sustainable development and conservation of the marine environment. In 2009, a marine planning process was initiated for a region called the Pacific North Coast Integrated Management Area (PNCIMA) in British Columbia, Canada. The final integrated oceans management plan for the PNCIMA was officially endorsed in February 2017. The collaborative planning process used to prepare the PNCIMA plan was evaluated using a multi-criteria evaluation method. The results show that the PNCIMA process had strengths and weaknesses: three of the twenty-six best practice criteria were met, thirteen were moderately met, and nine were unmet. Further, stakeholders reached consensus on some but not all elements of the PNCIMA plan. Recommendations are identified for design and management of future collaborative marine planning processes based on the PNCIMA evaluation.

[...] The dangers of human-induced damage to oceans are beginning to enter public consciousness, as society is increasingly aware of the phenomenon of "dead zones", the existence of invasive species, and the fact that that certain marine species have been exploited to the brink of extinction. [...] The following report follows the methodology of the MEA in that the value of ecosystems is assessed from a range of viewpoints (i.e., health, social, and economic). [...] The first objective provides the basis of the report by examining what subset of services exist in the marine environment along the Central and North Pacific coasts, and why they are important from both an ecological and a socio-economic perspective.

One working paper was presented for peer review. This paper developed an ecological risk assessment framework to identify and assess the relative risk of harm to VECsfrom human activities and their associated stressors and to rank the significance of activities and stressors based on the relative risks to VECs. In-person and web-based participation included DFO Science, Fisheries and Aquatic Management Sectors staff; and external participants from First Nations organizations, the Province of British Columbia, Environment Canada, the United States National Oceanic and Atmospheric Administration (NOAA), the commercial fishing sector, environmental non-governmental organizations, consultants, and academia. The conclusions and advice resulting from this review will be provided in the form of a ScienceAdvisory Report to Oceans and Ecosystem Management to inform the development of conservation objectives for the Pacific North Coast Integrated Management Area (PNCIMA) and Pacific Region Marine Protected Areas (MPAs).
