Continuous learning is essential to maneuver warfare because it enables Marines to quickly recognize changing conditions in the battlespace, adapt, and make timely decisions against a thinking enemy. These skills required in war must be learned, developed, and honed over time-if neglected, they quickly atrophy. Marines leverage the art and science of learning, technologies, and learning environments that reflect the changing operational environment to tailor learning and provide each other with constructive feedback. Leaders hold Marines to high professional standards of performance, conduct, and discipline-to include learning. As Marines rise in rank and position, continuous learning and developing our professional skills are a professional expectation. We must make the most of every learning opportunity, fostering our subordinates' learning while continuing our own. Continuous learning is important to Marines because of the fundamental nature of war and its ever-changing character. The nature of war carries a combination of fear, uncertainty, ambiguity, chance, horror and, above all, friction that Marines must prepare to counter. Marines must seek out education andtraining opportunities that simulate these conditions. We must train how we fight. As Marines, we must understand how important learning is and be committed to the principles laid out in this publication. Our professional responsibility-as Marines- is to engage in continuous learning so that we may best support our fellow Marines, our Corps, and our Nation.

Since we recognize that equipment is but a means to an end and not the end itself, our doctrine is independent of any particular technology. Moreover, since any activity not directly a part of warfighting is part of the preparation for war, this doctrinal publication is meant to apply also to the conduct of peacetime activities in garrison as well as in the field. This publication provides the authority for the subsequent development of command and control doctrine, education, training, equipment, facilities, procedures, and organization. This doctrinal publication provides no specific techniques or procedures for command and control; rather, it provides broad guidance which requires judgment in application. Other publications in the command and control series will provide specific tactics, techniques, and procedures for performing various tasks. MCDP 5, Planning, discusses the planning side of command and control more specifically. "Operation VERBAL IMAGE," the short story with which this publication begins, offers a word picture of command and control in action (done well and done poorly) and illustrates various key points that appear in the text. It can be read separately or in conjunction with the rest of the text. Chapter 1 works from the assumption that, in order to develop an effective philosophy of command and control, we must first come to a realistic appreciation for the nature of the process and its related problems and opportunities. Based on this understanding, chapter 2 discusses theories of command and control, looking at the subject from various aspects, such as leadership, information management, and decisionmaking. Marine Corps commanders and staffs at all levels should read, study, and be thoroughly conversant with the content of MCDP 1-0. The notion that "words matter," is embedded throughout this publication, which defines key terms to ensure Marines speak a common operational language. The new version of Campaigning has three significant additions: an expanded discussion of the linkage between strategic objectives and the campaign, a section on conflict termination, and a section titled "Synergy" that describes how key capabilities are harmonized in the conduct of a campaign to achieve the strategic objective. These additions have been derived from the development of the other doctrinal publications in the MCDP series and joint doctrine. Chapter 1 discusses the campaign and the operational level of war, their relationship to strategy and tactics, and their relevance to the Marine Corps. Chapter 2 describes the process of campaign design: deriving a military strategic aim from political objectives and constraints, developing a campaign concept that supports our strategic objectives, and making a campaign plan that translates the concept into a structured configuration of actions required to carry out that concept. Chapter 3 discusses the actual conduct of a campaign and the problem of adapting our plans to events as they unfold. Central to this publication is the idea that military action at any level must ultimately serve the demands of policy. Marine leaders at all levels must understand this point and must recognize that we pursue tactical success not for its own sake, but for the sake of larger political goals. Military strength is only one of several instruments of national power, all of which must be fully coordinated with one another in order to achieve our strategic and operational objectives. Marine leaders must be able to integrate military operations with the other instruments of national power. This publication makes frequent use of historical examples. These examples are intended to illustrate teachings that have universal relevance and enduring applicability. No matter what the scope and nature of the next mission--general war or military operations other than war--the concepts and the thought processes described in this publication will apply. As with Warfighting, this publication is descriptive rather than prescriptive. Its concepts require judgment in application.
