Book excerpt: Maritime piracy's improbable re-emergence following the end of the Cold War was surprising as the image of pirates evokes masted galleons and cutlasses. Yet, the number of incidents and their intensity skyrocketed in the 1990s and 2000s off of the coasts of Indonesia, Malaysia, the Philippines, India, Bangladesh, Nigeria, and Somalia. As Ursula Daxecker and Brandon Prins demonstrate in Pirate Lands, Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Daxecker and Prins address this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. They find that pirates do well in places where elites and law enforcement can be bribed, but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Additionally, they employ geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Drawing upon interviews with former pirates, community members, and maritime security experts, Pirate Lands offers the first comprehensive, social-scientific account of a phenomenon whose re-appearance after centuries of remission took almost everyone by surprise.

The performance of former European and American colonies (Malaysia, Singapore, Burma, Vietnam, Laos, Cambodia, Indonesia, and the Philippines) has been less impressive. Some scholars have attributed the difference to better infrastructure and greater access to education in Japan’s colonies. Anne Booth examines and critiques such arguments in this ambitious comparative study of economic development in East and Southeast Asia from the beginning of the twentieth century until the 1960s. Booth takes an in-depth look at the nature and consequences of colonial policies for a wide range of factors, including the growth of export-oriented agriculture and the development of manufacturing industry. She evaluates the impact of colonial policies on the growth and diversification of the market economy and on the welfare of indigenous populations. Indicators such as educational enrollments, infant mortality rates, and crude death rates are used to compare living standards across East and Southeast Asia in the 1930s. Her analysis of the impact that Japan’s Greater Asian Co-Prosperity Sphere and later invasion and conquest had on the region and the living standards of its people leads to a discussion of the painful and protracted transition to independence following Japan’s defeat. Throughout Booth emphasizes the great variety of economic and social policies pursued by the various colonial governments and the diversity of outcomes. Lucidly and accessibly written, Colonial Legacies offers a balanced and elegantly nuanced exploration of a complex historical reality. It will be a lasting contribution to scholarship on the modern economic history of East and Southeast Asia and of special interest to those concerned with the dynamics of development and the history of colonial regimes.

Book excerpt: Black Morocco: A History of Slavery, Race, and Islam chronicles the experiences, identity and achievements of enslaved black people in Morocco from the sixteenth century to the beginning of the twentieth century. Chouki El Hamel argues that we cannot rely solely on Islamic ideology as the key to explain social relations and particularly the history of black slavery in the Muslim world, for this viewpoint yields an inaccurate historical record of the people, institutions and social practices of slavery in Northwest Africa. El Hamel focuses on black Moroccans' collective experience beginning with their enslavement to serve as the loyal army of the Sultan Isma'il. By the time the Sultan died in 1727, they had become a political force, making and unmaking rulers well into the nineteenth century. The emphasis on the political history of the black army is augmented by a close examination of the continuity of black Moroccan identity through the musical and cultural practices of the Gnawa.

This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. These titles have been entered in a separate Appendix (p. 158--171). The fact that completeness was aimed at certainly does not mean that it has been achieved. Especially various recent writings from Indonesia and Malaya may have escaped my attention. Experience has also proved that publications on Malay sometimes appear in the most unexpected places. The qualification above: "publications ... devoted to ... , or impor tant for the study of" Malay and B.I. has been taken in a wide sense.

Book excerpt: Set in West Kalimantan, Indonesian Borneo, this study explores the shifting relationships between border communities and the state along the political border with East Malaysia. The book rests on the premise that remote border regions offer an exciting study arena that can tell us important things about how marginal citizens relate to their nation-state. The basic assumption is that central state authority in the Indonesian borderlands has never been absolute, but waxes and wanes, and state rules and laws are always up for local interpretation and negotiation. In its role as key symbol of state sovereignty, the borderland has become a place were central state authorities are often most eager to govern and exercise power. But as illustrated, the borderland is also a place were state authority is most likely to be challenged, questioned and manipulated as border communities often have multiple loyalties that transcend state borders and contradict imaginations of the state as guardians of national sovereignty and citizenship.

In recalling this statement of President Sukarno, her father, Megawati Sukarnoputri gave voice to the essence of the nationalists? conception of Papua?s place in Indonesia and its importance. Indonesia today confronts renewed Papuan demands for independence nearly three decades after Jakarta thought it had liberated the Papuans from the yoke of Dutch colonialism. Indonesia?s sovereignty in Papuan has been contested for much of the period since Indonesia proclaimed its independence??challenged initially by the Netherlands and since 1961 by various groups within Papuan society. This study argues that even though Indonesia has been able to sustain its authority in Papua since its diplomatic victory over the Netherlands in 1962, this authority is fragile. The fragility of Jakarta?s authority and the lack of Papuan consent for Indonesian rule are both the cart and the horse of the reliance on force to sustain central control. After examining the policies of special autonomy and the partition of Papua into three provinces, the authors pose the question: If Jakarta is determined to keep Papua part of the Indonesia nation??based on the consent of the Papuan people??what changes in the governance of Papua are necessary to bring this about?This is the fifth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
