Book excerpt: Canada’s economic and social development has benefited immensely from centuries of marine shipping. Today, the industry supports economies from coast to coast to coast, shipping hundreds of millions of tonnes of cargo, ranging from fuels to food, to consumer goods lining store shelves. The shipping industry is important to the livelihood of Canadians, but has also faced increased public scrutiny in recent years. The risks associated with opening the Arctic to greater ship traffic, increasing marine shipments of oil from Canada’s oil sands, and the growth in vessel size, especially of container ships, have all contributed to this discussion. Recognizing the need for consensus-building research in this area, the Clear Seas Centre for Responsible Marine Shipping asked the Council of Canadian Academies to convene an expert workshop to identify the risks associated with commercial marine shipping in major Canadian shipping regions. The final workshop report, Commercial Marine Shipping Accidents: Understanding the Risks in Canada, identifies the risks of commercial marine shipping accidents across Canada’s regions and for different cargo types, while highlighting gaps in understanding and areas for further research. The workshop report brings together perspectives from academia, government, and industry and is informed by evidence from a survey of the marine shipping community and an extensive review of the existing literature. It can be used as a tool for policy-makers to help inform decisions related to managing the risks of commercial marine shipping accidents. Overall, this workshop report seeks to contribute to a national dialogue about acceptable levels of risk in commercial marine shipping.

Book excerpt: In 1864, thirty-three delegates from five provincial legislatures came to Quebec City to pursue the idea of uniting all the provinces of British North America. The American Civil War, not yet over, encouraged the small and barely defended provinces to consider uniting for mutual protection. But there were other factors: the rapid expansion of railways and steamships spurred visions of a continent-spanning new nation. Federation, in principle, had been agreed on at the Charlottetown conference, but now it was time to debate the difficult issues of how a new nation would be formed. The delegates included John A. Macdonald, George Etienne-Cartier, and George Brown. Historian Christopher Moore demonstrates that Macdonald, the future prime minister, surprisingly was not the most significant player here, and Canada could have become a very different place. The significance of this conference is played out in Canadian news each day. The main point of contention at the time was the issue of power—a strong federal body versus stronger provincial rights. Because of this conference, we have an elected House of Commons, an appointed Senate, a federal Parliament, and provincial legislatures. We have what amounts to a Canadian system of checks and balances. Did it work then, and does it work now?

Yet such events often have a vivid afterlife in the communities where they happen, and the way in which they are explained and remembered has significant social, cultural, and political meaning. An Accidental History of Canada brings together original studies of an intriguing range of accidents stretching from the 1630s to the 1970s. These include workplace, domestic, childhood, and leisure accidents in colonial, Indigenous, rural, and urban settings. Whether arising from colonial power relations, urban dangers, perils in resource extraction, or hazardous recreations, most accidents occur within circumstances of vulnerability, and reveal precarity and inequities not otherwise apparent. Contributors to this volume are alert to the intersections of the settler agenda and the elevation of risk that it brings. Indigenous and settler ways of understanding accidents are juxtaposed, with chapters exploring the links between accidents and the rise of the modern state.
