Book excerpt: The Untold Story of the Industrial Revolution and the American Victory in the War for Independence Benjamin Franklin was serious when he suggested the colonists arm themselves with the longbow. The American colonies were not logistically prepared for the revolution and this became painfully obvious in war's first years. Trade networks were destroyed, inflation undermined the economy, and American artisans could not produce or repair enough weapons to keep the Continental Army in the field. The Continental Congress responded to this crisis by mobilizing the nation's manufacturing sector for war. With information obtained from Europe through both commercial exchange and French military networks, Congress became familiar with the latest manufacturing techniques and processes of the nascent European industrial revolution. They therefore initiated an innovative program of munitions manufacturing under the Department of the Commissary General of Military Stores. The department gathered craftsmen and workers into three national arsenals where they were trained for the large-scale production of weapons. The department also engaged private manufacturers, providing them with materials and worker training, and instituting a program of inspecting their finished products. As historian Robert F. Smith relates in Manufacturing Independence: Industrial Innovation in the American Revolution, the colonies were able to provide their military with the arms it needed to fight, survive, and outlast the enemy--supplying weapons for the victory at Saratoga, rearming their armies in the South on three different occasions, and providing munitions to sustain the siege at Yorktown. But this manufacturing system not only successfully supported the Continental Army, it also demonstrated new production ideas to the nation. Through this system, the government went on to promote domestic manufacturing after the war, becoming a model for how the nation could produce goods for its own needs. The War for Independence was not just a political revolution, it was an integral part of the Industrial Revolution in America.

Book excerpt: While it is possible for economies to grow based on abundant land or natural resources, more often structural change-the shift of resources from low-productivity to high-productivity sectors-is the key driver of economic growth. Structural transformation is vital for Africa. The region's much-lauded growth turnaround since 1995 has been the result of making fewer economic policy mistakes, robust commodity prices, and new discoveries of natural resources. At the same time, Africa's economic structure has changed very little. Primary commodities and natural resources still account for the bulk of the region's exports. Industry is most often the leading driver of structural transformation. Africa's experience with industrialization over the past thirty years has been disappointing. In 2010, sub-Saharan Africa's average share of manufacturing value added in GDP was ten per cent, unchanged from the 1970s. Actually, the share of medium- and high-tech goods in manufacturing production has been falling since the mid-1990s. Per capita manufactured exports are less than ten per cent of the developing country average. Consequently, Africa's industrial transformation has yet to take place. This book presents results of comparative country-based research that sought to answer a seemingly simple but puzzling question: why is there so little industry in Africa? It brings together detailed country case studies of industrial policies and industrialization outcomes in eleven countries, conducted by teams of national researchers in partnership with international experts on industrial development. It provides the reader with the most comprehensive description and analysis available to date of the contemporary industrialization experience in low-income Africa. In 1783, the Revolutionary War drew to a close, but America was still threatened by enemies at home and abroad. The emerging nation faced tax rebellions, Indian warfare, and hostilities with France and England. Its arsenal—a collection of hand-me-down and beat-up firearms—was woefully inadequate, and its manufacturing sector was weak. In an era when armies literally froze in the field, military preparedness depended on blankets and jackets, the importation of which the British Empire had coordinated for over 200 years. Without a ready supply of guns, the new nation could not defend itself; without its own textiles, it was at the economic mercy of the British. Domestic industry offered the best solution for true economic and military independence. In Manufacturing Advantage, Lindsay Schakenbach Regele shows how the US government promoted the industrial development of textiles and weapons to defend the country from hostile armies—and hostile imports. Moving from the late 1700s through the Mexican-American War, Schakenbach Regele argues that both industries developed as a result of what she calls “national security capitalism”: a mixed enterprise system in which government agents and private producers brokered solutions to the problems of war and international economic disparities. War and State Department officials played particularly key roles in the emergence of American industry, facilitating arms makers and power loom weavers in the quest to develop industrial resources. And this defensive strategy, Schakenbach Regele reveals, eventually evolved to promote westward expansion, as well as America’s growing commercial and territorial empire. Examining these issues through the lens of geopolitics, Manufacturing Advantage places the rise of industry in the United States in the context of territorial expansion, diplomacy, and warfare. Ultimately, the book reveals the complex link between government intervention and private initiative in a country struggling to create a political economy that balanced military competence with commercial needs.
