Book excerpt: With the role of local government becoming more important as Latin American countries moved away from state-led development models in the 1980s, and with social movements helping to bring about the transition to democracy, questions arose about whether and how popular participation at the local level might be able to contribute to the consolidation of democracy from the grassroots upward. This book, based on extensive research in low-income districts of Lima, provides a sophisticated analysis of the relationship between a resurgent civil society and democratization. Exploring the complex interactions among urban popular movements, local government, political parties, and nongovernmental organizations (NGOs), Schönwälder shows that the democratic potential of these movements is genuine but that their influence has been limited. His balanced assessment credits their achievements while illuminating the sources of their failures, mainly a variety of institutional barriers and a persistent threat of manipulation and co-optation by stronger actors, especially political parties. His analysis helps us understand better why the left has so often failed to convert its considerable support at the grassroots into political successes at higher levels.

Book excerpt: According to the United Nations Development Program (UNDP) and the United Nations Conference on Trade and Development (UNCTAD), the private sector plays a key role in achieving the UN Sustainable Development Goals (SDGs). After all, sustainable and inclusive economic growth is essential to enable more people to participate in global prosperity. Encouraging entrepreneurship and job creation are key to SDG 8, as are effective measures to eradicate forced labor, slavery, and human trafficking. Since more than 90 percent of jobs are created by the private sector, more attention must be paid to entrepreneurs that help create dynamic and responsible enterprises that often generate positive externalities for society and the environment through investments in scalable innovations and a commitment to local embeddedness. As such, they help lift people out of poverty through new and relatively well-paid jobs and enable local economies to become more sustainable through global value chain integration. Transitioning to Decent Work and Economic Growth explores the prospects for SDG 8 in the Global South as well as the Global North. It especially considers the positive role the private sector may play as an enabler of human rights, creator of decent work and engine for inclusive development in different contexts. Further, it examines how the institutional environment can facilitate economic change, which may lead to social empowerment and enhanced economic opportunities. A key question the volume explores, is how—in an entrepreneurial context—innovation and scientific knowledge contribute to the creation of scalable innovation that help to de-couple economic growth from the use of natural resources. Transitioning to Decent Work and Economic Growth is part of MDPI's new Open Access book series Transitioning to Sustainability. With this series, MDPI pursues environmentally and socially relevant research which contributes to efforts toward a sustainable world. While the implementation of these interventions plays a key role in strengthening these countries’ capacity to respond to current and future challenges, the urgency and pressures of cooperation and funding agencies to show results consistent with their own agendas not only hampers this goal, but also makes the territory invisible, hiding the real problems faced by most Latin American countries, diminishing the richness of local knowledge production, and hindering the development of relevant proposals that consider the territory’s conditions and cultural identity. Departing from this general analysis, the authors search for answers to the following questions: Why, despite the importance of the theoretical advances r egarding actions to address social and health inequities, haven’t Latin American countries been able to produce the expected results? Why do successful initiatives only take place within the framework of pilot projects? Why does the ideology of health promotion and health in all policies mainly permeate structures of the health sector, but not other sectors? Why are intersectoral actions conjunctural initiatives, which often fail to evolve into permanent practices? Based on an extensive literature review, case studies, personal experiences, and interviews with key informants in the region, Globalization and Health Inequities in Latin America presents a strategy that uses monitoring and evaluation practices for enhancing the capacity of Latin American and other low and middle-income countries to implement sustainable processes to foster inclusiveness, equity, social justice and human rights. p/pp
