Book excerpt: Excerpt from Manual of Forestry, Vol. 2: Formation and Tending of Woods, or Practical Sylviculture In each of these and other cases, the particular species of tree to be grown and the method of treatment are likely to differ, and it is the business of the forester to select those species and methods which realise the object of management most fully and in the most economic manner. More especially, the forester must always consider what. Effect the species and the selected method of treatment are likely to have on the property, and he must remember that any exceptional strain put upon the soil for more than a limited period, in order to realise an exceptional effect, must be followed by a correspond ing period of relaxation. Unless this is given, the soil, in the majority of cases, will deteriorate, and it may ultimately become absolutely sterile. Such an exceptional strain may suit the special requirements of a particular owner, but is not in the interest of the general community. Political Economy teaches that the correct mode of procedure points to the care ful preservation of the productive powers (or factors) of any given locality, so as to render possible the production of the same effect, or an increased one, regularly and indefinitely. Experience has shown that in forestry the safest method of preserving the productive powers of a locality consists in maintaining uninterruptedly a crop of forest vegetation on the area. The more frequently and the longer the ground is uncovered and exposed to the full effects of sun and air currents, the more, in the majority of cases, is the productive power liable to be reduced. Excerpt: ...for swine from 25 to 40 per cent less than the rate for cattle. The yearlong rate for sheep and goats will be 25 per cent of the yearlong rate for cattle. The rates for all kinds of stock for periods shorter than yearlong will be based upon a charge of one-ninth of the annual rate per month for periods of less than four months, or periods beginning between July 15 and October 15, or of one-tenth of the annual rate per month for periods of four months or over beginning between October 16 and July 14, provided that the rates on sheep, goats, and swine shall not be divided into fractional amounts of less than one-fourth of 1 cent, and the rates on cattle and horses shall not be divided into fractional amounts of less than 1 cent; and provided that the minimum rate for any short period shall not be less than 20 cents per head on cattle, 25 cents per head on horses, 12 cents per head on swine, or 5 cents per head on sheep or goats exclusive of extra charges for lambing or kidding. An extra charge of 2 cents per head will be made for sheep or goats which are allowed to enter the National Forests for the purpose of lambing or kidding. No charge will be made for animals under 6 months of age at the time of entering the Forest which are the natural increase of stock upon which fees are paid or for those born during the season for which the permit is allowed. When Animals Under Six Months are Subject to Charge. The full grazing fee will be charged on all animals under 6 months of age which are not the natural increase of stock upon which the fees are paid. No Redaction Because of Partial Use. No reduction in grazing fees will be made when the stock do not graze upon the National Forest during the entire period allowed, nor will an increased number...
