Para su evaluaci�n se establecen valores nominales de pesos volum�tricos de materiales, coeficientes de empuje, seg�n el caso; tambi�n se establecen criterios para determinar los efectos de inundaci�n, incluyendo cargas b�sicas, cargas hidrost�ticas, hidrodin�micas y de oleaje. Las acciones variables incluyen cargas vivas m�ximas, instant�neas y sostenidas, deformaciones impuestas, tales como hundimientos diferenciales, efectos de cambios de temperatura, contracci�n por fraguado y deformaciones impuestas por el proceso constructivo; incluyen tambi�n acciones din�micas debidas a maquinaria y equipo, como m�quinas de impacto, reciprocantes y rotatorias, as� como acciones din�micas en turbogeneradores. Tambi�n se presentan recomendaciones sobre la forma de proteger a las estructuras contra vibraciones de maquinaria en operaci�n: reducci�n de vibraciones en la fuente o aislamiento. Las acciones accidentales incluyen efectos de lluvia, nieve y granizo, para distintos tipos de configuraciones geom�tricas y pendientes de cubiertas. Para acciones de viento y sismo se indica recurrir a otros cap�tulos del MDOC. Se especifican los casos en que deben realizarse pruebas de carga, incluyendo aquellos en que se tengan dudas sobre la resistencia de la estructura ante las acciones de dise�o, as� como las construcciones en que pueden ocurrir aglomeraciones frecuentes de personas. The most aggressive transcontinental integration project ever planned for South America, the initiative systematically deploys ten east-west infrastructural corridors, enhancing economic development but raising important questions about the polarizing effect of pitting regional needs against the colossal processes of resource extraction. Providing much-needed historical contextualization to IIRSA’s agenda, Beyond the City ties together a series of spatial models and offers a survey of regional strategies in five case studies of often overlooked sites built outside the traditional South American urban constructs. Implementing the term “resource extraction urbanism,” the architect and urbanist Felipe Correa takes us from Brazil’s nineteenth-century regional capital city of Belo Horizonte to the experimental, circular, “temporary” city of Vila Piloto in Três Lagoas. In Chile, he surveys the mining town of María Elena. In Venezuela, he explores petrochemical encampments at Judibana and El Tablazo, as well as new industrial frontiers at Ciudad Guayana. The result is both a cautionary tale, bringing to light a history of societies that were “inscribed” and administered, and a perceptive examination of the agency of architecture and urban planning in shaping South American lives.

Book excerpt: In Territories of Difference, Arturo Escobar, author of the widely debated book Encountering Development, analyzes the politics of difference enacted by specific place-based ethnic and environmental movements in the context of neoliberal globalization. His analysis is based on his many years of engagement with a group of Afro-Colombian activists of Colombia’s Pacific rainforest region, the Proceso de Comunidades Negras (PCN). Escobar offers a detailed ethnographic account of PCN’s visions, strategies, and practices, and he chronicles and analyzes the movement’s struggles for autonomy, territory, justice, and cultural recognition. Yet he also does much more. Consistently emphasizing the value of local activist knowledge for both understanding and social action and drawing on multiple strands of critical scholarship, Escobar proposes new ways for scholars and activists to examine and apprehend the momentous, complex processes engulfing regions such as the Colombian Pacific today. Escobar illuminates many interrelated dynamics, including the Colombian government’s policies of development and pluralism that created conditions for the emergence of black and indigenous social movements and those movements’ efforts to steer the region in particular directions. He examines attempts by capitalists to appropriate the rainforest and extract resources, by developers to set the region on the path of modernist progress, and by biologists and others to defend this incredibly rich biodiversity “hot-spot” from the most predatory activities of capitalists and developers. He also looks at the attempts of academics, activists, and intellectuals to understand all of these complicated processes. Territories of Difference is Escobar’s effort to think with Afro-Colombian intellectual-activists who aim to move beyond the limits of Eurocentric paradigms as they confront the ravages of neoliberal globalization and seek to defend their place-based cultures and territories.
