Book excerpt: On 22 August 1990, the President of the United States signed Executive order 12727 which implemented, for the first time, the Title 10 US code 673b authority to order to active duty the Selected Reserve of the United States Armed Forces. This gave the Department of Defense authority to activate up to 200,000 Selected Reservists for a period not to exceed 90 days, with the authority to extend that period for an additional 90 days. This authority was further delegated to the Secretary of the Army. This paper analyzes the myriad U.S. Army Reserve personnel management system problems experienced during the activation and partial mobilization of the U.S. Army Reserves in support of Operations Desert Shield and Desert Storm. The lessons learned from those operations have been analyzed and the paper discusses not only the problems, but also recommends statutory and regulatory changes necessary in order to preclude a re-occurrence of those same problems in future activations, partial mobilizations and/or mobilizations.

Several Executive Orders were signed by the President to mobilize the Ready Reserve, but the most significant was Executive Order 12743 signed on 18 January 1991 to execute plans for Partial Mobilization. This authority permits the activation of 1 million National Guardsmen and Reservists for two years. Pursuant to this Executive Order, the Department of the Army authorized the activation of 20,277 soldiers in the Individual Ready Reserve (IRR). Because the IRR is our most experienced and rapidly deployable manpower source of individual replacements, their activation deserves a critical review with the clarity of hindsight. This paper Will examine historical precedent for the IRR; their composition and management; an operational analysis of this mobilization; the adequacy of Mobilization Station force structure; and the mobilization plans executed for Desert Shield/Storm. It will propose changes needed if the U.S. Army is to be better prepared to rapidly mobilize the IRR the next time.

Book excerpt: On Sept. 14, 2001, Pres. Bush proclaimed that a national emergency existed by reason of the 9/11 terrorist attacks. Under Sect. 12302 of title 10, U.S. Code, the Pres. is allowed to call up to 1 million Nat. Guard and Reserve members to active duty for up to 2 years. The GAO was asked to review issues related to the call-up of reservists following 9/11. GAO examined (1) whether the DoD followed existing operation plans when mobilizing forces; (2) the extent to which responsible officials had visibility over the mobilization process; and (3) approaches the services have taken to provide predictability to reservists. Also determined the extent to which the Ready Reserve forces, which make up over 98% of non-retired reservists, were available. Makes recommendations.
