Book excerpt: Sealift is needed for National Defense. The best source of sealift is a healthy Merchant Marine. The U.S. Merchant Marine is in a serious downward spiral, to make up for the lack of available commercial ships in the RRF (a subset of the NDRF) was created. These ships are laid up in increased states of readiness and are dependent on the existing pool of available merchant mariners for manning. Unfortunately as the Merchant Fleet declines mariners available to man the RRF also dwindles, until now there is serious doubt that there are sufficient mariners available to provide crews for the RRF. Numerous studies of this problem have been based on statistics, exercises and speculation. The activation of the RRF for Desert Shield/Desert Storm involved 80% of the ships and was the only real exercise of the RRF to date. Lessons learned from Desert Shield/Desert Storm bear on the validity of the previous studies and the conclusions drawn. This paper will consider only the issue of manning for the RRF in it's present and planned size. The research involve published and unpublished documents relating to the RRF and information gleaned from government databases available to the author. The chief findings of the study are that a quantitative and qualitative manning problem exists and is becoming worse. The problem is greatly exacerbated by present procedures for distributing the manpower. Solutions have been proposed to increase available manpower. These include a civilian reserve program, Navy Reserve manning and programs to enhance the present system.

Book excerpt: This thesis studies the U.S. maritime labor force as it affects the manning of the Ready Reserve Force (RRF). The focus is on the reasons for periodic variations in the labor supply within the U.S. maritime industry. The amount of labor that will be needed to man a fully-activated RRF is compared with the amount of labor predicted to be available to the RRF and the commercial world. The RRF will require about 16 percent of the predicted available labor force. Shortages are bound to occur, especially in light of past history. Recommendations to minimize the amount of shortages include: instituting better union personnel management practices; assignment of personnel on a nationwide rather than local basis, and pooling of union resources to meet emergencies. It is also recommended that DOD develop its own backup source of officers to man RRF ships through an extended Merchant Marine Reserve program.

Book excerpt: This thesis examines the Ready Reserve Force (RRF) from a personnel manning and supply and logistic support perspective. The history of the RRF and a discussion of its current status are included. Specifically examined is the decline in the number of merchant mariners and in the number of available billets for the mariners. Three merchant marine manning studies are evaluated and five alternatives for guaranteeing manning are discussed. In the area of supply and logistic support, the onboard shore and ship spare part inventories are evaluated for fulfillment of RRF requirements. Recommendations concerning manning include taking measures to increase the size of the U.S. flag fleet, manning Naval Auxiliary ships with merchant mariners, and establishing a civilian Merchant Marine Reserve program. Recommendations concerning supply and logistic support are made to expedite the receipt of needed supplies and ways of cutting costs.

Book excerpt: This paper examines the estimated capability of the United States in the year 2000 to man U.S. controlled strategic sealift assets that would be required for an operation of the size, pace, and limited national mobilization used in Desert Shield and Desert Storm. The scope of this paper includes manning the ships held in reduced operating status (ROS) by the Military Sealift Command and the ships of the Ready Reserve Force (RRF) maintained by the Maritime Administration. Figures as of March 1991 for the activation and manning of ROS and RRF ships for Dessert Shield/Storm are used for estimates of manning requirements. The paper concludes that using the most optimistic case, it will be very difficult to man the projected ROS/RRF fleet with qualified mariners during the initial surge of deployment and the available manpower will provide at best 80% of the requirement on a sustained basis.

Book excerpt: Because of concerns about possible Merchant Mariner manpower shortages or skill mismatch needed to crew DoD organic vessels during a major contingency, the Maritime Administration (MARAD) has proposed the development of a guaranteed surge pool of experienced inactive mariners available to ensure timely and adequate manning of its Ready Reserve Force (RRF). This pool would be a supplement not a replacement to the current active pool of mariners used to crew the RRF. This initiative is centered on using the United States Maritime Service (USMS) concept. Two main options were proposed: create a stand-alone USMS program under MARAD, and/or integrate the USMS concept with Navy's Merchant Marine Reserve (MMR) program. Fourteen structured interviews were conducted with strategic sealift stakeholders and experts in order to provide MARAD and the Navy with elements of how these pools/programs could be developed and to identif' the option that stakeholders believe is the best approach. Interview results revealed that a stand%alone USMS program, providing it could overcome various obstacles, was the preferred approach. Analysis and recommendations are provided on how both pools could be developed and what issues need to be resolved prior to either program implementation. An alternate approach to use the MMR program for RRF crewing is provided as well.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11.
