He provided a transforming-structure of how human society could achieve a first stage of a classless society he called hybrid-society. He advocates for the outright abolition of the organisation of bureaucracy to be replaced by commicracy; he defines his developing theory of ethno-socialism as a highest stage of socialism that would inherently lead human society to a classless-society. He defined ethnopublicanism as a socialist-state for both ethnopublican nationalism and ethno-corporatist economy- as a system of shared-governance between the government and the governed, non-monetary economy, no economic-classes, existence of a state and equalism-delivery system between social groups. He laid down two pathways to enter ethnopublican nationalism state structure, in what he called: the republican pathway and the monarchy or constitutional-monarchy pathway. Spencer claims we are now in what he called the: Age-of-Revelation; he defined as the beginning of the re-evaluation of social and economic values that emphasises equalism-delivery relations to everyone in human society, making what would otherwise have been monetised in capitalist society open for anyone and from anywhere free to use, re-use, redistribute them, modify any creative works of others in the form of free content without compensation or requiring the consent of the original creators. This era will eventually see to the abolition of copyright laws, economic-class and will make intellectual properties of individuals freely available to the collective of human society. The culture of collective-individualism is in full swing in our generation, he claimed.

Omolaja provides the transition programs needed to transition into the proposed United African States [UAS] from democracy to populocracy, from republicanism to ethnopublicanism, from bureaucracy to commicracy, from monetary economy to non-monetary economic system, and to institute what he calls 'Resource Utilisation As Constitutional Alternative Currencies' to regulate all African natural resources and human resources under a single economic branch of government where the citizenry electorates, and the working group exercise direct governmental control over their national affairs and to stamp out all foreign influences and neocolonialism from African governmental affairs. To put words into action, Omolaja has created an online opinion poll calling for an intracontinental referendum for a United African States [UAS]. He calls on all young generation of Africa to participate, and the result, which would be presented to the African Union (AU) and all African leaders, to make it clear and demand for its implementation as the voice of the people of Africa both in the HomeLand and diaspora, that this is how we, the young generation of Africa, wish to be governed and design the future of our future African generation. Spencer provides a new government structure and a new socio-economic system for African States, and argued it to be a strand of the ancient African-Socialism that has been the deep-rooted aspirations of the African leaders to return since independent of African States from western colonial rule. Spencer argued that our African leaders in the independent Africa in the 1960s had caused offence to the western-mores in their course to reject the western-built capitalism. He felt compelled to offer his apologies to the western-States' leaders of the 1960s and raised his 'hat in hand' as a symbol of his apologies. Spencer believes that the economic development of Africa in this current generation to achieve the economic self-sufficiency subsistence is associated with the emerging global corporatist economy. He advocates for a non-monetary economy and the abolition of political institution amongst his numerous novel ideas and theories.
