The Manifesto aims to establish a body of common principles and concepts enabling towns and cities and their inhabitants to meet the current challenges facing urban societies. It is an invitation to local authorities, in all their diversity and on the basis of shared European values, to implement the principles of ethical governance, sustainable development and greater solidarity in their public policies. This Manifesto conveys an ambitious and demanding message to all those involved in urban development.

Book excerpt: This publication brings together the texts adopted by the Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratie structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the d'cisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations

This book explores the intimate relationship between the quality of life of city dwellers and the quality of urban landscapes, including those regenerated through green spaces and environmental networks. Starting from the concept of “landscape” as defined by the European Landscape Convention (i.e. "an area, perceived by people, whose character is the result of the action and interaction of natural and/or human factors"), it expands upon, in particular, the interactions between the different biotic and abiotic components that contribute to the quality of the landscape and the environment. In the first part of the book, the author examines fundamental concepts and discusses a variety of relevant topics, such as the city under transformation, waste spaces, smart communities, regeneration programs, the role of environmental networks, and new instruments for decision making. The second part is devoted to a case study of the Italian Adriatic city that highlights the need for interdisciplinary interaction among researchers in apparently disparate fields, including ecology, forest botany, chemistry, biology, geology, sociology, economics, architecture, and engineering.​

Book excerpt: This book presents an overview of the challenges that cities in Latin America and Asia are facing regarding the preservation of their tangible and intangible heritage. It argues that urban heritage has a value that transcends the mere object’s value, constituting a crucial source of identity for urban inhabitants. The same is true for the urban intangible values and practices that are often associated with places or buildings. The empirical research is based on case studies of Kathmandu in Nepal, Yogyakarta in Indonesia and Recife in Brazil; three cities that still comprise core areas with a high percentage of historic fabric and distinctive cultural expressions. The comparative study of the three areas reveals the similarities and differences of urban conservation policies, past and present upgrading strategies in the core areas, and the importance of tangible and intangible heritage. All three cities demonstrate that urban heritage, habits and beliefs are still of importance to the population. While there are significant differences in the kind and level of protection the respective legal system provides, partly uncontrolled urban dynamics pose a threat to all of them. The text is based on a PhD thesis submitted to the Institute of Geography, University of Innsbruck, Austria.

This book aims to re-politicise the relationship between urban development, sustainability and justice, and to explore the tensions emerging under real circumstances, as well as their potential for transformative change. For some, cities are the root of all that is unsustainable, while for others cities provide unique opportunities for sustainability-oriented innovations that address equity and ecological challenges. This book is rooted in the latter category, but recognises that if cities continue to evolve along current trajectories they will be where the large bulk of the most unsustainable and inequitable human activities are concentrated. By drawing on a range of case studies from both the global South and global North, this book is unique in its aim to develop an integrated social-ecological perspective on the challenge of sustainable urban development.
