Book excerpt: Since independence, the West African sub-region has been an arena for a number of large-scale conflicts and civil wars, as well as simmering and low-intensity uprisings. Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. In addition to emerging threats, these drivers include the challenges of youth inclusion, migration, sub-regional imbalances, and extractives, as well as challenges related to the fragility of political institutions and managing the competition for power, reform of the security sector, and weakness of institutions related to land management. The book explores how the sub-region, under the auspices of the regional organization ECOWAS, has become a pioneer on the continent in terms of addressing regional challenges. The Challenge of Stability and Security in West Africa also identifies key lessons in the dynamics of resilience in the face of political violence and civil war drawn from CÃ ́te d'Ivoire, Liberia, and Sierra Leone, that can be useful for countries around the world in similar situations. It incorporates knowledge and findings from leading experts and provides insights from academics and development practitioners. Finally, the book identifies possible policy and programmatic responses and directions for policy dialogue at the national and international levels.

Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of ‘Chapter VIII: Regional Arrangements’ of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. On this basis, the authors reach conclusions about whether we live in an increasingly globalised or regionally distinct world, and go on to assess the prospects for a globalised system of security management and consider how this might be developed and organised. Region-Building in West Africa challenges the idea that self-interested leaders limit regional cooperation. Their raison d’etre, objectives, and functions experience sporadic changes, and some institutions upgrade military functions for peacekeeping operations, while others limit their functions to political and security dialogues. The question is: why and how do these variances in institutional change emerge? This book explores the mechanisms of institutional change, focusing on regional security institutions led by non-great powers. It constructs a theoretical model for institutional change that provides a new understanding of their changing roles in regional security, which has yet to be fully explored in the International Relations field. In so doing, the book illuminates why, when, and how each organization restructures its role, function, and influence. Book excerpt: The rise in the number of intra-state conflicts, following the end of the Cold War, and the reluctance of traditional extra regional actors to intervene, have thrust upon the region the onus of resolving its own conflicts. This determination to assume the security responsibility as a prerequisite for sustainable development resulted in a series of interventions by a regional force under the Economic Community of West African States (ECOWAS) umbrella. As a result, ECOWAS is the most experienced organization in Africa, and even beyond, in terms of conflict management. This experience has resulted in the realization that the region needs to increase the current ECOWAS PKO capabilities to make the ECOWAS Standby Force (ESF) a more effective security force. This new mechanism structure under the construct of one of Africa's Regional Economic Communities (REC) is generating hope in terms of local capabilities able to sustain a peace management model designed by Africans themselves. Political will, as well as full dedication by ECOWAS member states, remain minimum requirements to ensure that a greater PKO capability is realized.
