Book excerpt: "This report investigates pedestrian safety in an automotive manufacturing plant, the Ford Motor Company in Geelong, and looks at what represents the greatest risk to the pedestrian worker in this type of environment, the industrial lift truck. It will be shown that while the lift truck plays an integral part in the movement of materials in any manufacturing industry, it is the use of this vehicle which can result in severe injury and even death to to the worker. This dissertation examines the latest legislation on this subject, and in particular, the application of the Occupational Health and Safety (Plant) Regulations introduced in July of 1995, and the responsibilities of employers in dealing with problems associated with lift trucks. To quantify the problem a statistical review is done of data supplied by the Victorian Workcover Authority on injuries, claims and fatalities resulting from the interaction between pedestrians and lift trucks over the last five years, and three case studies reviewed from the coroner's office on lift truck fatalities since 1988. A literature research suggests the best control option to minimise the risk of interaction between the pedestrian worker and the lift truck is for total or complete segregation (defined as completely separating pedestrians from liftruck activity across the site). However, while site visits at Ford, Alcoa, BHP Wire Mill and Pivot revealed that complete segregation did exist in minimal fashion only, that is, in certain 'pockets of the factory', it did not exist across the whole site. This complete segregation included such strategies as scheduling work at different times for the two, erecting physical barriers, and restricting access for either the pedestrian or the lift truck in certain areas. This solution could not be implemented all the time over the whole site, because of a number of factors. These included such things as restrictions due to the original plant layout not allowing for change. The problems associated with the geographical limitations regarding room for expansion, especially in the existing aisleways which are seen as predominantly the areas needed for the erection of barriers and walkways to safeguard the walking employee.
