Often critical of foreign aid either for its apparent ineffectiveness at alleviating poverty or its purported neocolonial implications, the academic literature rarely acknowledges the experiences and pressures faced by practitioners themselves as they implement aid-funded development projects—the meetings, paperwork, negotiations, site visits, financial transactions, logistical arrangements, interviews, program activities, and beneficiary interactions—that keep projects running. And yet the impact of aid projects, and indeed the impact of development itself, often grows out of the daily activities and personal interactions of development practitioners. This unique book considers challenges from the perspective of development practitioners who confront technical, managerial, political, theoretical, and moral quandaries on a daily basis. With chapters written by expert practitioners on different aspects of design and management of international development activities, this book examines real issues and navigates the often contradictory demands of local development needs, including international donor imperatives; limited financial resources, time, information, and assurance of results; the competing pulls of administrative efficiency; and the desire to alleviate suffering. It also gives readers access to the crucial but little-heard voices of those who spend their professional lives designing and managing foreign aid projects, offering insight into what did or did not work on projects they have managed, implemented, or evaluated. These insights do not seek to identify universally right or wrong ways of doing development; instead, they highlight pros and cons associated with various approaches and decisions. This book provides valuable insights for students and others interested in a development career, encourages practitioners to engage in reflection, and persuades researchers to further consider the influence of practice on project success or failure.

Book excerpt: The aim of this study is to examine the impact of foreign aid and external borrowings on economic development of Nigeria. The study was qualitative in nature as data collection was based on the secondary sources. The two-gap model of Chenery and Strout (1966) and the endogenous growth models would complement one another in establishing the theoretical base for this study. The study revealed that external debt does not impact economic growth in Nigeria both in the long run and short run, substantiating on the inapplicability of the two-gap theory, which establishes that external finance can fill savings gap to propel an economy towards achieving a target growth rate. Therefore, the study recommends adequate measures to be put in place to manage borrowed fund by ensuring that borrowed fund are expended on capital project that will generate income and there should be appropriate measures in place that will serve as checks and balances on government spending such as institutional framework for analyzing and managing public investment projects. Also, borrowed funds should be channelled to the purpose in which they have been borrowed this will help foster economic development. Furthermore, the government should work towards freeing up more expenditure for capital project, as this stimulates growth, encourage productivity as against the current focus on more recurrent spending, which only compounds our fate as a consuming nation, thereby affecting long run growth in the country.

The book further focuses, elicits and elucidates the third world dependent development. International Political Economy and Global/Multinational-Transnational Corporations, economic and political roles in Nigeria's 'agricultural and oil' base economic factors, by using Nigeria raw materials/natural resources to produce into fi nished products. The profi ts maximization, surpluses and heavy taxation realized through levied and derived from the genesis of the raw materials, making it into complete fi nished products, from the subsidiary country Nigeria, by the British global/multinational corporations of (U.A.C.) the United Africa Company, on the poor peasantry/farmers were been appropriated, expropriated back to the U.A.C's parent company in the United Kingdom's ministry of food and supply. The other raw materials/natural resources of the crude petroleum/oil manufacturing economy were been monopolized by the "SHELL" Oil Royal Dutch of Netherlands and British "SHELL" post emerged, based on the concession signed in Britain, as the British government during colonial rule in Nigeria discovered crude oil segments deposits, in the today's south-south at Oloibiri in 1956, province/region in the today, south-south of eastern Nigeria. The "NNPC" the Nigeria indigenous oil transnational corporation, represented the Nigeria federal government crude oil reserve ownership of 55 % (in a shared venture, with "SHELL" British Petroleum and her partner of the Netherland Royal Dutch Oil Co-"SHELL"- "SHELL" owned 30 %) and profi ts made by "SHELL" was transferred to the "SHELL" parent oil Co, Headquarters at Hague, Netherland; Finally, the "OPEC" relationship with Nigeria, and the world oil market, emerged as the oil giant (developing oil organization) permanent inter-governmental organization, seemed competitively world oil organization, bailed out the global oil community in terms of world oil market stock exchange crashes and recessions; global oil gluts, oil embargos, regional civil wars and unrest threatened "OPEC" oil production, intercepts in bailing out the global oil community, via by optimal production and supplies was apparent in "OPEC" sustainability growth and reinforce the world oil market business continuity. "OPEC" main theme was apparently formed to stabilize and fi x oil prices, amongst the member 12 oil producing and exporting countries from the third world. Assist the member oil producer member countries to produce oil in a quota basis system to prevent any oil price manipulations, intimidations, exploitative mechanism of oil sales malpractices and price anomalies.
