Book excerpt: For integrated water resources management both blue and green water resources in a river basin and their spatial and temporal distribution have to be considered. This is because green and blue water uses are interdependent. In sub-Saharan Africa, the upper landscapes are often dominated by rainfed and supplementary irrigated agriculture that rely on green water resources. Downstream, most blue water uses are confined to the river channels, mainly for hydropower and the environment. Over time and due to population growth and increased demands for food and energy, water use of both green and blue water has increased. This book provides a quantitative assessment of green-blue water use and their interactions. The book makes a novel contribution by developing a hydrological model that can quantify not only green but also blue water use by many smallholder farmers scattered throughout the landscape. The book provides an innovative framework for mapping ecological productivity where gross returns from water consumed in agricultural and natural vegetation are quantified. The book provides a multi-objective optimization analysis involving green and blue water users, including the environment. The book also assesses the uncertainty levels of using remote sensing data in water resource management at river basin scale.

Book excerpt: Decentralization and increased stakeholder involvement have been major elements of water sector reform as ways to promote sustainable and integrated resource management particularly of river basins. Based on an analytical framework for relating decentralization and stakeholder involvement to improved river basin management, this paper infers several hypotheses about factors associated with greater or lesser likelihood of success of the decentralization process using data from 83 river basins worldwide. The results suggest that physical, political, economic, financial, and institutional characteristics of the basin do affect the process and the level of performance of the decentralization. In particular, the presence of water scarcity may be a stimulus to reform, uniting the stakeholders in the basin and leading to better performance; organized user groups push for the initiation of decentralization reforms but may be associated with costs to the process and difficulty of achieving decentralization; the existence of dispute resolution mechanisms supports stakeholder involvement and improves decentralization performance; where stakeholders accepted greater financial responsibility, complying with tariffs and contributing to the budget for basin management, the decentralization process and performance measures increased; basins with higher percentages of their budgets from external governmental sources benefited from better stability and support and it shows in the performance of the decentralization process.

A theoretical framework is used to identify potentially important variables related to the likelihood of success. Using a comparative case-study approach, the study examined river basins where organizations have been developed at the basin scale and where organizations perform management functions such as planning, allocation, and pricing of water supplies, flood prevention and response, and water quality monitoring and improvement. This paper compares the alternative approaches to basin governance and management adopted in the following river basins: the Alto-Tiete and Jaguaribe River Basins, Brazil; the Brantas River Basin, East Java, Indonesia; the Fraser River Basin, British Columbia, Canada; the Guadalquivir Basin, Spain; the Murray-Darling River Basin, Australia; the Tarcoles River Basin, Costa Rica; and the Warta River Basin, Poland. The analysis focuses on how management has been organized and pursued in each case in light of its specific geographical, historical, and organizational contexts and the evolution of institutional arrangements. The cases are also compared and assessed for their observed degrees of success in achieving improved stakeholder participation and integrated water resources management.

This interior basin of over 1 million km2 in semi-arid southeastern Australia is defined by the catchment areas of the Murray and Darling Rivers and their tributaries. Water management issues include allocation, quality, and dryland salinity. Because of Australia's federal governmental structure, institutional development has been more a matter of integrating state and local endeavors than decentralization of national authority. The Australian national government has little constitutional power over water resources. The five states in the basin make policy regarding water rights, discharge permits, fees, and the construction and operation of physical structures. River management began on the Murray River in the 1920s under the terms of a tri-state agreement. As the scope of management widened to the entire basin, more states were added and the national government supported the creation of new arrangements for integrated water resource management, with some provision for stakeholder participation. The dynamics of state-national authority over water policy, and the emergence in recent years of numerous local-level catchment organization, contribute to some uncertainty about the future course of basin management in this internationally renowned site. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way. Many developing countries are now experimenting with establishing new institutional arrangements for managing water at the river basin level.This book, based on research by IWMI and others, reviews basin management in six developed and developing countries. It describes and applies a functional theory of river basin management, based on the idea that there is a minimum set of functions required to manage basins effectively and a set of basic conditions that enable effective management institutions to emerge. The book examines the experiences of both developed and developing countries in order to see what lessons can be learned and to identify what constitutes the core of a 'theory of river basin management'. It concludes that although it is difficult for developing countries to adopt approaches and institutional designs directly from developed countries, basic principles and lessons are transferable.

Book excerpt: One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

A lot has been written on this topic, most often disparately, about institutions for IWRM. However, there has been limited success in bridging disciplinaryboundaries (social versus physical sciences) with the result that conceptual inconsistencies persist with regard to our understanding of institutions for IWRM. This paper outlines key features of an analytical framework for the institutional analysis of IWRM in river basins. Thenovelties of the analytical approach include emphasis on transparent policy processes of state parastatals, modes of water-service provisioning and conditions for collective action in the management of common pool resources in river basins and its implications for sustainable rurallivelihoods. The paper then discusses certain methodological concerns with regard to the operationalizing of various elements of the analytical framework. In particular, the paper discusses issues related to defining the scope of analysis, scale of water use and management and collective action for the management of common pool resources in a river basin. The paper also discusses the process by which the comparative analysis of IWRM may be undertaken by highlighting the importance of problem specification, hypothesis generation and methods of data collection.

This paper reviews the state of the art of modeling approaches to integrated water resources management at the river basin scale, with particular focus on the potential of coupled economic hydrologic models, and concludes with directions for future modeling exercises.
