The institutional and ideological changes that were part of the transformation created a new landscape of work and social relations for corporate middle managers. Book excerpt: Exploring recent changes in employment practices in seven industrialized countries (Australia, Britain, Germany, Italy, Japan, Sweden, and the United States) and in two essential industries (automobile and telecommunications), Harry C. Katz and Owen Darbishire find that traditional national systems of employment are being challenged by four cross-national patterns. The patterns, which are becoming ever more prevalent, can be categorized as low-wage, human resource management, Japanese-oriented, and joint team-based strategies. The authors go on to show that these changing employment patterns are closely related to the decline of unions and growing income inequality. Drawing upon plant-level evidence on emerging employment practices, they provide a comprehensive analysis of changes in employment systems and labor-management relations. They conclude that while the variation in employment patterns is increasing within countries, evidence suggests that there is much commonality across countries in the nature of that variation and also similarity in the processes through which variation is appearing. Hence the term "converging divergences."

In so doing, it also addresses wider issues relating to industrial relations and ownership. Labour relations practices currently evident within the industry are compared with those which prevailed during the final years of nationalization, and a series of case studies demonstrates that both continuity and change are visible. Whilst continuity with the patterns of labour relations established during the final decade of public ownership is shown to have had negative implications for organized labour within the industry however, the changes associated with privatization are demonstrated to have been a more ambivalent force. This book concludes that privatization has had a significant influence upon industrial relations within the industry, and that organized labour has in general been detrimentally affected by these developments.

Book excerpt: The conventional picture of industry and industrial relations in Japan is of a number of very large firms providing extremely attractive working conditions for their happy and contented workforce. Norma Chalmers shows that there is in fact another, very different side to the picture, which occurs in the the peripheral sector. Here, conditions are often poor, wages very low and continuity of employment virtually non-existent. There are many small firms where the effectiveness of worker organisation and bargaining declines as the firm's size and proximity to the industrial centre decrease. Moreover, as Chalmers shows, the peripheral sector is very large, and the conventional picture of the model workforce should probably be confined to a few flagship companies. The book argues that the model nature of the large firms may stem in part from the fact that they are able to off-load problems onto smaller firms who produce the components necessary for the large firm sector at disadvantageous subcontract terms.

Chaison addresses questions implicit in the decline of unions in the United States, Canada, Great Britain, Australia, and New Zealand: How and why do labor unions merge under pressure? What role do mergers play in the unions' strategies to deal with membership losses, management opposition, and hostile governments? Are there distinctive national profiles of union mergers? Chaison begins by describing the dynamics of the union merger process as large unions combine with each other in amalgamations, as small unions are absorbed into larger ones, and as local unions affiliate into nationals. He discusses the reasons for mergers, the barriers to consolidation, and the problems of integration which may result. The five chapters that follow are arranged in order of increasing intensity in merger activity, ranging from the United States, where interest in mergers is growing, to New Zealand, where changing legislation has catalyzed an enormous wave of mergers. For each of the five countries considered, Chaison characterizes the industrial relations climate and merger record since 1980, explains landmark mergers, identifies the antecedents, and assesses the chances that a sudden flood of mergers will occur. The final chapter compares the national profiles, extrapolating the significant differences and common threads. Chaison concludes that while mergers can play a critical role in revitalizing labor movements and building the dominant unions of the future, they are not necessarily solving the fundamental economic and political problems that plague unions.
