Each chapter in this book analyzes the ways in which research findings from IDRC-supported projects have contributed to an evolution of thinking, and discusses successes and challenges in using ICTs as tools to address development issues. The volume also presents key lessons learned from ICT4D programming and recommendations for future work.

Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

In India, bamboo, which is traditionally considered the Poor man wood, and labelled as Green Gold is being considered a major export item by the centre for the global market. Bamboo is perfectly suited to agro forestry as a woody grass. Bamboo has been exploited from natural stands from time immemorial. Bamboo is increasingly being cultivated like other agricultural crops, that is, in professionally managed plantations. The growth of industries utilizing bamboo requires the sustainable cultivation and management of bamboo resources. India is blessed with very rich bamboo resources. Bamboo can play an important role in raising forest cover and a major role in stabilization of the environmental problems. The annual yield in tonnes/ha depends on the environment as well as the species. It is estimated that almost 25% of the biomass in the tropics and 20% in the subtropics, come from bamboo. The cultivation of bamboo as a wood substitute helps to offset depletion of the rain forest. Its rapid growth ensures an effective reconstruction of damaged eco systems. Bamboo is one of many sustainable non wood resources that can generate income for a large forest dependent rural population and it needs to take further steps to realize its full potential. In India, the North East has the largest stock and diversity of bamboos. Though India has the largest area under bamboo, the yield per hectare is very low compared to other countries. Bamboo plantation rising should be encouraged & promoted due to their high value, productivity, uniformity of crop, choice of species linked to peoples’ need and industrial need. Bamboo forest constitutes about 13% of the total forest area of the country. About 50% of bamboo produced in India grows in North Eastern region and West Bengal. India has the second largest bamboo reserves in the world after China. Book excerpt: block possible Soviet expansion by mobilizing European "democracies", the policy soon extended to some developing countries in Asia and Latin America. In response, the USSR gradually initiated development programs for newly independent nations in Asia and Africa. In this context, super power rivalry operated in the South to (i) expand spheres of influence and control; (ii) guard Southern nations from the influence and incursions launched by the opposed camp; (iii) stimulate indigenous development. With few exceptions, Southern nations provided little input to the definition and execution of North-South dynamics during this period. In the case of Africa and to some extent Asia, the acquisition of independence was so recent and often sudden that there was little time to reflect on the kind of policies and measures needed to build bal anced relations with the former mother country. In Latin America, the Monroe Doctrine had long insured that the region was a virtual captive of the US. Aid for development was contingent on conformity to US political and economic interests. The cognitive component of South-North dealings strongly reflected the two above mentioned dispositions. The relative lack of political experience in the South. and the dearth of an organized and sizable intellectual/academic community, meant that there were few cognitive and human resources for undertaking careful study and analysis of the conditions and needs of develop ment from a Southern perspective (influential exceptions existed though, such as Raul Prebisch in Latin America or Ghandi in India).
