Traditionally, it has been widely believed that the JSM is native to Japan and consists of three pillars: lifetime employment, a seniority-based wage system, and company unions. This book opposes these traditional views on the JSM and argues that it has been shaped by the influence of management theories and ideas of other countries. The JSM has not only adopted the ideas and concepts of other countries, but also has refined, translated, and customized them to make such ideas and concepts acceptable in Japan. The hypothesis presented here is that in the postwar period of rapid growth, the JSM was a hybrid set of management theories and techniques greatly influenced by American ideas about management. This book concentrates on the impact of American management theories and ideas on the JSM. Taking the historical point of view, it clarifies that impact not only for academics but also for business people. The hypothesis propounded here is that some of those theories and ideas have been accepted whereas some of them have been rejected and eventually made irrelevant. No crystal ball is required to safely predict, that in the future – even more than in the past – mastered innovativeness will be a primary criterion distinguishing s- cessful from unsuccessful companies. At the latest since Michael Porter’s study on the competitiveness of nations, the same criterion holds even for the evaluation of entire countries and national economies. Despite the innumerable number of p- lications and recommendations on innovation, competitive innovativeness is still a rare competency. The latest publication of UNICE – the European Industry - ganization representing 20 million large, midsize and small companies – speaks a clear language: Europe qualifies to roughly 60% (70%) of the innovation strength of the US (Japan). The record unemployment in many EU countries does not c- tradict this message. A main reason may be given by the fact that becoming an innovative organi- tion means increased openness towards the new and more tolerance towards risks and failures, both challenging the inherently difficult management art of cultural change. Further, lacking innovativeness is often related to legal and fiscal barriers which rather hinder than foster innovative activities. Yet another reason to explain Europe’s notorious innovation gap refers to insufficient financial R&D resources on the company as well as on the national level. As a result, for example, hi- ranking decisions on the level of the European Commission are taken to increase R&D expenditures in the European Union from roughly 2% to 3% of GNP.

Yet, as William Tsutsui argues, the origins and implications of "Japanese-style management" are poorly understood. Contrary to widespread belief, Japan's acclaimed strategies are not particularly novel or even especially Japanese. Tsutsui traces the roots of these practices to Scientific Management, or Taylorism, an American concept that arrived in Japan at the turn of the century. During subsequent decades, this imported model was embraced--and ultimately transformed--in Japan's industrial workshops. Imitation gave rise to innovation as Japanese managers sought a "revised" Taylorism that combined mechanistic efficiency with respect for the humanity of labor. Tsutsui's groundbreaking study charts Taylorism's Japanese incarnation, from the "efficiency movement" of the 1920s, through Depression-era "rationalization" and wartime mobilization, up to postwar "productivity" drives and quality-control campaigns. Taylorism became more than a management tool; its spread beyond the factory was a potent intellectual template in debates over economic growth, social policy, and political authority in modern Japan. Tsutsui's historical and comparative perspectives reveal the centrality of Japanese Taylorism to ongoing discussions of Japan's government-industry relations and the evolution of Fordist mass production. He compels us to rethink what implications Japanese-style management has for Western industries, as well as the future of Japan itself.

The first half of this book introduces the history and institutional features of capture fisheries management in Japan, with 9 case studies from sub-arctic to tropical ecosystems, from sedentary to migratory species, and from small-scale coastal to offshore industrial fisheries. For example, coastal fisheries management is more community-based, and local people have the authority and take priority in the decision-making process. In contrast, offshore fisheries are more industrialized and commercially oriented, and the national government plays a major role in their management. One of the main challenges in world fisheries is to implement the ecosystem approach, but there is no one-size-fits-all solution for its implementation. The second half of this book considers the advantages and limitations of the Japanese fisheries management regime and discusses the necessary environmental policy measures to bridge the gaps between fisheries management and ecosystem-based management. As a case study, management measures in the Shiretoko World Natural Heritage area are analyzed. In closing, the Grand Plan of Japanese fisheries policy for the next 20 years and three future scenarios are presented.
