Book excerpt: This Technical Assistance report reviews the reforms undertaken by the Government of Malaysia for strengthening outcome-based budgeting (OBB). OBB builds on the previous output-based modified budgeting system, which was in place for more than two decades. OBB aims to improve the efficiency, the performance, and the prioritization of expenditures by aligning national and ministerial outcomes with programs and budgetary resources and by integrating planning, budgeting, and evaluation. OBB has made good progress. The National Budget Office has assisted nine pilot ministries to redesign their program structure to link to outcomes and has plans to assist all ministries. There is an increased awareness in government of the importance of outcomes.

Book excerpt: The distributive effects of public expenditures in Malaysia were investigated, focusing on public spending for education, medical care, public utilities, and agriculture. Two sets of data were developed: information on the costs of government ooutputs in each of several major programs and a sample survey of use of these services by household. Political power is concentrated among the Malays who desire to equalize incomes with the Chinese. The combined federal outlays are highest in rural areas, the home of the Malays, and lowest in wealthy Selangor. In contrast to the distribution of education, medical care, agricultural assistance, and pensions, the distribution of public utilities is more conventional. Most of those who can afford the utilities are urban dwellers, usually Chinese. Production costs are far lower for the urban areas. Nevertheless, the discrepancy between town and country is considerably smaller in Malaysia than in other countries. Federal expenditure for agriculture was high, amounting to nearly 3 percent of the GNP. Five appendices provide data on the public accounts, the sample survey, education, estimating unit costs of medical services, and transfer payments.

Book excerpt: In general, most countries in the world, particularly developing countries, are facing significant budget constraints, in which the collection of tax and nontax revenues is less than the government,Äôs total expenditure. Therefore, borrowing either from the local capital or international capital markets is made. Borrowing increases government debts. The budget deficits and the growth of the government debt are the major factors that determine the health of macroeconomics. There is a solid consensus among economists mainly on the effect of budget deficits on macroeconomics in terms of crowding out private investment, increasing interest rates, expanding money supply and escalating consumer price and in certain extent affect exchange rate. Government bonds issued to finance budget deficits are also in question as part of the net wealth of private sectors. On the other side, there is an agreement that the budget deficits financed by the issuance of bonds will crowd out private investment through increasing interest rate. This paper plans to investigate the impact of budget deficits on Malaysia,Äôs economy. Cointegration test and vector error correction models are used to examine the impact of budget deficits on certain macroeconomic variables.

With the introduction of several railway corporations, the Malaysian transportation system, particularly, that of Kuala Lumpur (KL) has seen a massive refinement. In the successful establishment of the Mass Rapid Transit (MRT) 1 and 2 initiatives, road transport death rates, air, and noise pollution, intense traffic congestions, and road associated health issues have faced a tremendous decrease in recent years. However, these initiatives have caused the Malaysian government an overwhelming amount of financial capital and have likely increased her national debt. Considering recent proposals to initiate another new MRT3 (MRT Circle Line) initiative, the Malaysian government is thus, in a dilemma of either enjoying the myriad benefits of the MRT3 initiative or redeeming itself from another potentially disturbing huge financial costs and national debt. It is hence, unclear how much of the Malaysian populace in KL intend to utilize a new MRT3 or save their national budget. This study, therefore, attempts to investigate the significance of the MRT3 initiative, and why it should be given considerable attention for plausible execution by the Malaysian government. The results show that Social Influence (SI), Effort Expectancy (EE), Performance Expectancy (PE), and Facilitating Conditions (FC) have positive influences on Behavioral Intentions (BI) of the KL populace. While BI largely predicts the MRT3 Use, it also mediates the positive impacts of SI, EE, PE, and FC on MRT3 Use. Likewise, FC has no direct influence on MRT3 Use. Policy implications and recommendations are also discussed.
