This book was released on 2011-08-19 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Treasury Committee concludes that Private Finance Initiative (PFI) funding for new infrastructure, such as schools and hospitals, does not provide taxpayers with good value for money and stricter criteria should be introduced to govern its use. Higher borrowing costs since the credit crisis mean that PFI is now an extremely inefficient method of financing projects. Poor investment decisions may continue to be encouraged across the public sector, however, because PFI allows Government departments and public bodies to make big capital investments without committing large sums up front. There is no convincing evidence that savings and efficiencies during the lifetime of PFI projects offset the higher cost of finance. The current Value for Money appraisal system may be biased to favour PFIs and there are problems with the way costs and benefits for such projects are currently calculated. Investment could be increased in the long run if government capital investment were used instead of PFI. Paying off a PFI debt of £1bn may cost taxpayers the same as paying off a direct government debt of £1.7bn. Recommendations include: the Treasury should consider scoring most PFIs in departmental budgets in the same way as direct capital expenditure; the Treasury should discuss with the OBR the treatment of PFI to ensure that PFI cannot be used to 'game' the fiscal rules; the Value for Money assessment process should be subjected to scrutiny by the NAO; the Treasury should review the way in which risk transfer is identified.

Book The Private Finance Initiative

Download or read book The Private Finance Initiative written by Northern Ireland: Northern Ireland Audit Office and published by The Stationery Office. This book was released on 2005-11-10 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This NIAO report examines the delivery of the Electronic Libraries for Northern Ireland (ELFNI) IT system through a Private Finance Initiative (PFI) project. The ELFNI system is intended to improve access to and quality of public library services in Northern Ireland, by ensuring all public libraries have equal access to automated facilities and the internet and access for the general public to e-Government services. The contract is worth £36m and covers a ten-year period which commenced in May 2002. The report does not consider the effectiveness of the ELFNI project but focuses on the methodology used by the project team to secure the best possible deal; the sustainability of the deal over the contract life; and whether issues of future technological changes and income generation have been sufficiently addressed. Overall, the report finds that the procedures leading to the award and implementation of the ELFNI contract were well handled, but whether it will provide value for money to the taxpayer will only become apparent in the longer term.

Book Mastering the Risky Business of Public Private Partnerships in Infrastructure

Download or read book Mastering the Risky Business of Public Private Partnerships in Infrastructure written by Manal Fouad and published by International Monetary Fund. This book was released on 2021-05-10 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

  • Pages : 401 pages

Download or read book Our NHS written by Andrew Seaton and published by Yale University Press. This book was released on 2023-08-22 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: An engaging, inclusive history of the NHS, exploring its surprising survival—and the people who have kept it running In recent decades, a wave of appreciation for the NHS has swept across the UK. Britons have clapped for frontline workers and championed the service as a distinctive national achievement. All this has happened in the face of ideological opposition, marketization, and workforce crises. But how did the NHS become what it is today? In this wide-ranging history, Andrew Seaton examines the full story of the NHS. He traces how the service has changed and adapted, bringing together the experiences of patients, staff from Britain and abroad, and the service’s wider supporters and opponents. He explains not only why it survived the neoliberalism of the late twentieth century but also how it became a key marker of national identity. Seaton emphasizes the resilience of the NHS—perpetually “in crisis” and yet perennially enduring—as well as the political values it embodies and the work of those who have tirelessly kept it afloat.

Book Making Sense of Construction Improvement

Download or read book Making Sense of Construction Improvement written by Stuart Green and published by Taylor & Francis. This book was released on 2023-12-15 with total page 489 pages. Available in PDF, EPUB and Kindle. Book excerpt: Making Sense of Construction Improvement provides a critical evaluation of the construction improvement debate from the end of the Second World War through to the modern era. The book offers unique insights into the way the UK construction sector is continuously shaped and re-shaped in accordance with changes in the prevailing political economy. This second edition brings the book up to date by including coverage of key trends from 2010–2023. The book has been substantially revised and reworked to include new material relating to the ‘age of austerity’ and the subsequent period of political uncertainty initiated by the Brexit referendum. Changes in the political economy are positioned alongside the rise of the sustainability agenda and the advent of ‘zero carbon’. Particular attention is paid to the ongoing skills crisis and the over-hyped advocacy of modern methods of construction (MMC) as the latest supposed panacea of industry improvement. Coverage includes the Farmer (2016) report Modernise or Die and the Construction Playbook (HM Government, 2020). However, perhaps the most important addition is a focus on the Grenfell Disaster (2017) and the subsequent revelations from the public enquiry. Further intermediate milestones include Building a Safer Future (Hackitt, 2018) and the Construction Sector Deal (HM Government, 2018). The emerging consensus points towards a systemic failure involving not only the construction sector but also the entire system of regulation and compliance. Tracing the failings back over time and scrutinising the role played by previous generations of policymakers, Stuart Green ultimately argues that Grenfell was a disaster entirely foretold. The insightful and critical analysis of the industry contained within these pages is essential and timely reading for anyone who wants to understand how the construction sector arrived at where it is today, and with that knowledge, give further thought to where it might go next.

Book This is Only the Beginning

Download or read book This is Only the Beginning written by Michael Chessum and published by Bloomsbury Publishing. This book was released on 2022-10-06 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2010s were a decade of foodbanks, riots, and the rebirth of political alternatives. Looking to escape a future of rising debt, falling living standards and climate meltdown, a set of movements were born across the globe, led by students, workers and the tent cities of Occupy. A new wave of optimistic, radical young people were building mass movements outside the political bubble, rejecting the neo-liberal consensus and the enrichment of the 1%, and laying the foundations of a new left. Eight years later, Bernie Sanders was favorite to clinch the Democratic Party nomination, and Jeremy Corbyn and Momentum had taken over the Labour Party in Britain, promising 'a new kind of politics'. But as the new left poured into Labour, it was overwhelmed by older, institutional forces on both left and right. Four years after Corbyn became leader, after bitter-infighting and a Brexit-fuelled strategic crisis, it all fell apart. This is the inside story of how the left came back to life in the 2010s, from a man who found himself at the centre of events - featuring unparalleled access and a range of interviews with key left-wing figures. Influential journalist and activist Michael Chessum explains how this movement was built, why it failed, and what it needs to do now.
