Book excerpt: "In the 1950s and 1960s, immigration bureaucrats in the Department of Citizenship and Immigration played an important yet unacknowledged role in transforming Canada's immigration policy. In response to external economic and political pressures for change, high-level bureaucrats developed new admissions criteria gradually and experimentally while personally processing thousands of individual immigration cases per year. Making Middle-Class Multiculturalism shows how bureaucrats' perceptions and judgements about the admissibility of individuals - in socioeconomic, racial, and moral terms - influenced the creation of formal admissions criteria for skilled workers and family immigrants that continue to shape immigration to Canada. A qualitative content analysis of archival documents, conducted through the theoretical lens of a cultural sociology of immigration policy, reveals that bureaucrats' interpretations of immigration files generated selection criteria emphasizing not just economic utility, but also middle-class traits and values such as wealth accumulation, educational attainment, entrepreneurial spirit, resourcefulness and a strong work ethic. By making "middle-class multiculturalism" a demographic reality and basis of nation-building in Canada, these state actors created a much-admired approach to managing racial diversity that has nevertheless generated significant social inequalities."--

Book excerpt: Suitably Modern traces the growth of a new middle class in Kathmandu as urban Nepalis harness the modern cultural resources of mass media and consumer goods to build modern identities and pioneer a new sociocultural space in one of the world's "least developed countries." Since Nepal's "opening" in the 1950s, a new urban population of bureaucrats, service personnel, small business owners, and others have worked to make a space between Kathmandu's old (and still privileged) elites and its large (and growing) urban poor. Mark Liechty looks at the cultural practices of this new middle class, examining such phenomena as cinema and video viewing, popular music, film magazines, local fashion systems, and advertising. He explores three interactive and mutually constitutive ethnographic terrains: a burgeoning local consumer culture, a growing mass-mediated popular imagination, and a recently emerging youth culture. He shows how an array of local cultural narratives--stories of honor, value, prestige, and piety--flow in and around global narratives of "progress," modernity, and consumer fulfillment. Urban Nepalis simultaneously adopt and critique these narrative strands, braiding them into local middle-class cultural life. Building on both Marxian and Weberian understandings of class, this study moves beyond them to describe the lived experience of "middle classness"--how class is actually produced and reproduced in everyday practice. It considers how people speak and act themselves into cultural existence, carving out real and conceptual spaces in which to produce class culture.

Book excerpt: How American respectability has been built by maligning those who don't make the grade How did Americans come to think of themselves as respectable members of the middle class? Was it just by earning a decent living? Or did it require something more? And if it did, what can we learn that may still apply? The quest for middle-class respectability in nineteenth-century America is usually described as a process of inculcating positive values such as honesty, hard work, independence, and cultural refinement. But clergy, educators, and community leaders also defined respectability negatively, by maligning individuals and groups—“misfits”—who deviated from accepted norms. Robert Wuthnow argues that respectability is constructed by “othering” people who do not fit into easily recognizable, socially approved categories. He demonstrates this through an in-depth examination of a wide variety of individuals and groups that became objects of derision. We meet a disabled Civil War veteran who worked as a huckster on the edges of the frontier, the wife of a lunatic who raised her family while her husband was institutionalized, an immigrant religious community accused of sedition, and a wealthy scion charged with profiteering. Unlike respected Americans who marched confidently toward worldly and heavenly success, such misfits were usually ignored in paeans about the nation. But they played an important part in the cultural work that made America, and their story is essential for understanding the “othering” that remains so much a part of American culture and politics today.
