Book excerpt: Official multiculturalism, established as Canadian government policy in 1971, has drawn criticism from many scholars and journalists who view it as a potential threat to a strong, unified Canadian society. In this timely and original book, Phil Ryan examines the emergence and influence of these criticisms, which continue to provoke an anxiety he calls "multicultiphobia." Although Ryan argues that multicultiphobic discourse is often marred by important errors of fact and interpretation, a systematic inspection of news coverage and parliamentary debates reveals the persistent influence of these critiques and their underlying concerns. Rather than simply dismissing multicultiphobia, Ryan acknowledges that critics of multiculturalism have identified issues about which Canadians need to talk. Does multiculturalism discourage adaptation and encourage 'cultural walls' between Canadians? Does it promote an 'anything goes' relativism? Angus argues that English Canadian identity revolves around maintaining a border between Canada and the United States, and suggests that the border between countries can also be seen as a border between self and Other, between humanity and nature. Multiculturalism and the ecology movement's rethinking of the relation between humanity and nature suggest that English Canadian social and political philosophy is oriented toward sustaining a border between self and Other, in order to preserve what is one's own while maintaining and respecting the Other. Angus argues that contemporary public discourse is hampered both by the tribalizing devolution of the politics of identity and the globalizing forces of corporate political economy. Addressing this impasse requires a new understanding of the politics of identity in English Canada and the creation of a theory of Canadian social identity as postcolonial, particularist, and pluralist.

Book excerpt: In Inequality in Canada Eric Sager considers one of the defining – but hardest to define – ideas of our era and traces its different meanings and contexts across the nineteenth and twentieth centuries. Sager shows how the idea of inequality arose in the long evolution in Britain and the United States from classical economics to the emerging welfare economics of the twentieth century. Within this transatlantic frame, inequality took a distinct form in Canada: different iterations of the idea appear in Protestant critiques of wealth, labour movements, farmer-progressive politics, the social gospel, social Catholicism in Quebec, English-Canadian political economy, and political and intellectual justifications of the social security state. A tradition of idealist thought persisted in the twentieth century, sustaining the idea of inequality despite deep silences among Canadian economists. Sager argues that inequality goes beyond the distribution of income and wealth: it is the idea that there are wide gaps between rich and poor, that the gaps are both an economic problem and a social injustice, and that when inequality appears, it is as a problem that can be either eliminated or reduced. It is precisely because inequality appears in different contexts, and because it changes, Sager reasons, that we can begin to perceive the contours and cleavages of inequality in our time. In our century, a political solution to inequality may rest on the recovery of an ethical ideal and egalitarian politics that have long preoccupied the history of Canadian thought.
