And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.

What unites these two themes is the issue of standards. As Walter de Backer, Director of Informatics of the Commission of the European Communities ( CEC) says in his keynote paper [Ch. 1J, more and more organisations are beginning to realise that an IT strategy based on standards is feasible, econo mic and necessary. It is feasible, if not immediately, then certainly through an evolutionary path phased over a number of years; it is economic because the costs associated with interface changes and conversions can be avoided, if not eliminated totally; and it is necessary if organisations are to communicate and interwork effectively. Moreover, the restructuring of Europe into a single market has already prompted a realignment of corporate interests - existing groups are breaking up and forming new, pan-European conglomerates.

Joachim arrived at his formulation by a meshing of the Christian Trinity with the Old and New Testaments, proclaiming--in sequence--the Age of the Father, the Age of the Son, and the Age of the Holy Spirit. In the early modern period, however, archaeologists uncovered the remains of an agrarian village social stratum that predates the rise of civilization. The divinity of this period was the Mother Goddess, a divinity that civilized monotheism, with its strict Father God, steadily and severely repressed. Paul Gilk has modified Joachim's Three Ages revelation by placing this newly discovered Age of the Mother at the beginning of Joachim's sequence. But it's obvious that Mother, Father, Son, and Holy Spirit are not psychologically coherent or linguistically consistent. The only way to make semantic sense of Joachim's enlarged formulation is to recognize the Age of the Holy Spirit as the Age of the Daughter, for if there's a Mother, a Father, and a Son, then the Holy Spirit implicitly and quietly reveals Herself as Daughter. With this understanding, it's possible to discern the prophetic power and transformative cultural significance of both the contemporary women's movement and the feminine-Earth sensibility of the growing ecological outrage. Gilk goes on to assert that the radical servanthood and radical stewardship contained within Jesus' "kingdom of God" proclamation is, at least in part, an attempt to spiritually reconnect with the agrarian village culture of the Mother's Age; but it's also a lifting of that Age to a finer spirituality and toward an ethically Green political order. The "kingdom of God" is Green, Gilk says, and its overarching divinity is the Daughter. The Age of the Daughter is Green and is struggling to be born.

Brice Dickson studies the effectiveness of the Convention in protecting human rights in a society wracked by terrorism and deep political conflict, detailing the numerous applications lodged at Strasbourg relating to the conflict and considering how they were dealt with by the enforcement bodies. The book illustrates the limitations inherent in the Convention system but also demonstrates how the European Commission and Court of Human Rights gradually developed a more interventionist approach to the applications emanating from Northern Ireland. In turn this allowed the Convention to become a more secure guarantor of basic rights and freedoms during times of extreme civil unrest and political turmoil elsewhere in Europe. The topics examined include the right to life, the right not to be ill-treated, the right to liberty, the right to a fair trial, the right to a private life, the right to freedom of belief, the right to freedom of expression, the right to freedom of assembly, and the right not to be discriminated against. The book argues that, while eventually the European Court did use the applications from Northern Ireland to establish important human rights principles, their development was slow and arduous and some gaps in protection still remain. The book illustrates the limits of the European Convention as a tool for protecting human rights in times of crisis.

With the steady reduction of tariff rates since the GATT 47 came into force, focus in recent years has been on the vast and complex landscape of non-tariff barriers to trade. States as well as scholars seemingly struggle with the multitude of measures pooled under this expression as there is no single, acknowledged definition of the term, and its relation to the term “non-tariff measures” remains equally blurred. Particularly in practice and on a multilateral level, there appears to be some awkwardness when it comes to coping with NTBs since multilateral trade rules seem to be in conflict with national regulatory autonomy in the pursuit of policy objectives. In part one, this volume sheds light on the problems of non-tariff barriers to trade that arise in various fields. Part two focuses on regional integration with an emphasis on relations between East Asia and the European Union. In this regard, the authors outline the trade and investment relations between the European Union and East Asia, including Japan, Korea and Singapore. Part three offers an overview of recent institutional developments in WIPO, ICSID, WTO and WTO jurisprudence. Part four includes book reviews of recent works in the field of international economic law, and part five introduces a new section on publications in the field of international economic law that were released in 2013 and 2014.
