Book Government Budgeting and Financial Management in Practice

Download or read book Government Budgeting and Financial Management in Practice written by Gerald J. Miller and published by CRC Press. This book was released on 2011-09-28 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: The right turn in U. S. politics has increased conflict over both ends and means in government budgeting and financial management. Overlapping and competing views of the way the world works drive finance officials’ practice. Taking a new look at public financial management that acknowledges the multiple, competing realities, Government Budgeting and Financial Management in Practice: Logics to Make Sense of Ambiguity examines transaction cost economics and other small government, managed-by-the-market techniques as the latest reincarnation of public budgeting and financial management orthodoxy. Gerald J. Miller reviews new research on the continuing validity of the political dimension of government finance decisions and the multiple, intensely argued constructions of reality the finance official must make sense of. Miller discusses major advances in interpretive approaches to budgeting and finance and how they dominate writing in the broader field of public administration. He also examines the effects of the explosion of information systems, new budget techniques, nonconventional ways of spending, and new technologies. The book uses a question as the motivating force to understand some facets of today’s government budgeting, finance, and financial management: where do the critical assumptions come from to drive financial management? Miller takes the history of reform, developments in the field and the logics finance officials say they use as sources for these assumptions and examines what they reveal about constructions of the government finance world. Exploring new avenues of financial management thinking, the book discusses ambiguity and interpretations that move the unclear preferences, ends, and goals toward consensus. The author identifies an alternative approach to research that explains important facets of financial management. This approach is drawn directly from practice, events and problems in public organizations and from the creedal bent of many political actors in competition.

This book was released on 2014-12-18 with total page 369 pages. Available in PDF, EPUB and Kindle. Book Private Security Public Order

Download or read book Private Security Public Order written by Simon Chesterman and published by OUP Oxford. This book was released on 2009-11-05 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: Private actors are increasingly taking on roles traditionally arrogated to the state. Both in the industrialized North and the developing South, functions essential to external and internal security and to the satisfaction of basic human needs are routinely contracted out to non-state agents. In the area of privatization of security functions, attention by academics and policy makers tends to focus on the activities of private military and security companies, especially in the context of armed conflicts, and their impact on human rights and post-conflict stability and reconstruction. The first edited volume emerging from New York University School of Law's Institute for International Justice project on private military and security companies, From Mercenaries to Market: The Rise and Regulation of Private Military Companies broadened this debate to situate the private military phenomenon in the context of moves towards the regulation of activities through market and non-market mechanisms. Where that first volume looked at the emerging market for use of force, this second volume looks at the transformations in the nature of state authority. Drawing on insights from work on privatization, regulation, and accountability in the emerging field of global administrative law, the book examines private military and security companies through the wider lens of private actors performing public functions. In the past two decades, the responsibilities delegated to such actors - especially but not only in the United States - have grown exponentially. The central question of this volume is whether there should be any limits on government capacity to outsource traditionally "public" functions. Can and should a government put out to private tender the fulfilment of military, intelligence, and prison services? Can and should it transfer control of utilities essential to life, such as the supply of water? This discussion incorporates numerous perspectives on regulatory and governance issues in the private provision of public functions, but focuses primarily on private actors offering services that impact the fundamental rights of the affected population.

Book Transforming Public Leadership for the 21st Century

Download or read book Transforming Public Leadership for the 21st Century written by Ricardo S. Morse and published by Routledge. This book was released on 2014-12-18 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: The forces of globalization are shifting our world, including the public sector, away from hierarchy and command and control toward one of collaboration and networks. The way public leadership is thought about and practiced must be, and is being, transformed. This volume in the "Transformational Trends in Governance & Democracy" series explores what the shift looks like and also offers guidance on what it should look like. Specifically, the book focuses on the role of "career leaders" - those in public service - who are agents of change not only in their own organizations, but also in their communities and policy domains. These leaders work in network settings, making connections and collaborating to create public value and advance the common good. Featuring the insights of an authoritative group of contributors, the volume offers a mix of scholarship, from philosophical discussions to conceptual models to empirical studies that, taken together, will help inform the transformation of public leadership that is already underway.

Book Pinstripe Patronage

Download or read book Pinstripe Patronage written by Martin Tolchin and published by Routledge. This book was released on 2015-12-22 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: Political patronage - awarding discretionary favors in exchange for political support - is alive and well in 21st century America. This book examines the little understood patronage system, showing how it is used by 'pinstripe' elites to subvert the democratic process. 'Pinstripe patronage' thrives on the billions of dollars distributed by government for the privatisation of public services. Martin and Susan Tolchin introduce us to government grants specified for the use of an individual, corporation, or community and 'hybrid agencies', with high salaries for top executives and board members. In return for this corporate welfare pinstipe partons giving politicians the ever-increasing funds needed to conduct their political campaigns. As budget cuts begin to bite, the authors argue that it is time to clamp down on the corrupt practice of pinstripe patronage.

Book Controlling Administrative Power

Download or read book Controlling Administrative Power written by Peter Cane and published by Cambridge University Press. This book was released on 2016-03-29 with total page 609 pages. Available in PDF, EPUB and Kindle. Book excerpt: This wide-ranging comparative account of the legal regimes for controlling administrative power in England, the USA and Australia argues that differences and similarities between control regimes may be partly explained by the constitutional structures of the systems of government in which they are embedded. It applies social-scientific and historical methods to the comparative study of law and legal systems in a novel and innovative way, and combines accounts of long-term and large-scale patterns of power distribution with detailed analysis of features of administrative law and the administrative justice systems of three jurisdictions. It also proposes a new method of analysing systems of government based on two different models of the distribution of public power (diffusion and concentration), a model which proves more illuminating than traditional separation-of-powers analysis.

Book The Delegated Welfare State

Download or read book The Delegated Welfare State written by Kimberly J. Morgan and published by Oxford University Press. This book was released on 2011-10-01 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why are so many American social programs delegated to private actors? And what are the consequences for efficiency, accountability, and the well-being of beneficiaries? The Delegated Welfare State examines the development of the American welfare state through the lens of delegation: how policymakers have avoided direct governmental provision of benefits and services, turning to non-state actors for the governance of social programs. Utilizing case studies of Medicare and the 2009-10 health care reform, Morgan and Campbell argue that the prevalence of delegated governance reflects the powerful role of interest groups in American politics, the dominance of Congress in social policymaking, and deep contradictions in American public opinion. Americans want both social programs and small government, leaving policy makers in a bind. Contracting out public programs to non-state actors masks the role of the state and enlists private allies who push for passage. Although delegated governance has been politically expedient, enabling the growth of government programs in an anti-government political climate, it raises questions about fraud, abuse, administrative effectiveness, and accountability. In probing both the causes and consequences of delegated governance, The Delegated Welfare State offers a novel interpretation of both American social welfare politics and the nature of the American state.
