The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Recent federal legislation has established requirements for agencies to set performance targets and report on safety, pavement and bridge conditions, transit asset state of good repair, system performance, freight, and mobile source emissions. These requirements have resulted in increased visibility and attention to Transportation Performance Management (TPM) and increased awareness of the importance of data within that process. Transportation agencies are recognizing that the value of performance management goes far beyond meeting federal requirements; NCHRP Report 920 will assist agencies to make visible progress in meeting their objectives. The guidance is organized around six data life-cycle stages and includes a discussion of what is involved in implementing each step and some of the critical choices to be made; a synthesis of key points in the form of "Dos and Don'ts" checklists that can be used to assess agency capabilities and identify opportunities for improvement; and illustrative examples. While this guide draws on many examples related to the federally defined TPM areas (safety, pavement, bridge, and system performance), it does not provide official guidance for MAP-21/FAST Act target setting or reporting. It provides a framework for assessing current data management practices and a source of ideas for practice improvement. Its purpose is to promote practices that will enable agencies to go beyond meeting reporting requirements, to get valuable insights from data that can be used to boost agency results.

The TRB Airport Cooperative Research Program's ACRP Research Report 229: Airport Collaborative Decision Making (ACDM) to Manage Adverse Conditions proposes a step-by-step approach to achieve ACDM implementation, supported by templates and a workbook, to involve stakeholders, define common goals and objectives, appoint leadership for the initiative, tailor a vision that serves the local needs, and develop a roadmap of successful projects delivering practical improvements. Of the airports surveyed as part of this project, 67 percent do not hold regular meetings with the flight operators. Interviews with staff at individual airports show a lack of real-time coordination between the stakeholders. However, nearly all the survey participants responded affirmatively that they would consider holding such meetings to improve collaboration because it is commonly understood that more cooperation can help address local issues and improve overall efficiency.

Building resilience -- the ability to prepare for, respond to, recover from, and mitigate the risk of catastrophic events -- is one strategy to help limit the nation's fiscal exposure to catastrophic events. This book examines how DHS and DOT help transit agencies make their systems resilient; actions selected transit agencies take to make their systems resilient; and challenges transit agencies face with making their systems resilient. It also addresses the progress the Department of Transportation has made allocating, obligating, and disbursing the Disaster Relief Appropriations Act surface transportation funds; how the Federal Transit Administration's (FTA) new Public Transportation Emergency Relief program compares to the Federal Emergency Management Agency's (FEMA) and Federal Highway Administration's (FHWA) emergency relief programs; and the extent to which FTA and FEMA have implemented their memorandum of agreement to co-ordinate their roles and responsibilities when providing assistance to transit agencies.
