In fact, the country has been frequently hit by civil clashes, civil war and terrorist attacks. This paper analyzes, in a SUR model, the pre and post conflict impacts of the Lebanese civil war on the Lebanese economy between 1977 and 2011. It also estimates the consequences of terrorism on the trend and business cycle of the Lebanese economy. Mainly, the consequences on real GDP per capita, balance of trade, real investment per capita, and real consumption per capita. Moreover, an index for terrorism is constructed and treated as an endogenous variable depending on some socioeconomic variables. Our results show that war and terrorism have a negative effect on the economy. In order to compare the economic situation in the presence and the absence of terrorism; three scenarios are forecast. The first one forecasts the economy between 2012 and 2018 under the assumption of the absence of terrorist attacks. The second and the third one analyze the economy under the assumption of the presence of terrorist attacks (with different intensities) between 2012 and 2018.

The country has been hit by civil clashes, civil war and terrorists attacks. All these events impacted the Lebanese economy in a way or another. This thesis analyzes the impact of such factors on the Lebanese economy between 1977 and 2011. Annual data concerning Real GDP per capita, balance of trade, nonresident deposit, real investment per capita and real consumption expenditure will be used. A terror index will be constructed. A VARX model that accounts for structural changes will be estimated. The endogenous variables that accounts for war and two other dummies that account for structural shifts in the mean and the slope in 1988. Our main argument is that Cicil War and Terror events act as negative shocks on the Lebanese economy. We find that war and terror have a negative effect on Real GDP per capita, balance of trade, nonresident deposit, real investment per capita and real consumption expenditure. The negative effect of war is more significant than terror. The thesis also looks at the postconflict impact on the economy. Two forecast scenarios are estimated. The first one analyzes how the absence of terror could impact the economy between 2012 and 2014. The second one analyzes the economy under the assumption of absence of terror between 2012 and 2014. These two scenarios allow us to compare the behavior of the economy in the presence or absence of terror. Finally a counterfactual analysis is conducted.

It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion.
