La récession du marché a entrainé ces dernières années une baisse très sérieuse des prix qui oblige les entreprises à établir des offres présentant plus de risques qu'auparavant. Si l'entreprise possède un secteur de promotion, elle est amenée à s'engager sur la base d'une étude de faisabilité dans les phases très précoces de conception et également avec une agressivité qui est un peu nouvelle. Notre travail concerne le logement collectif. Il s'appuie sur l'analyse de l'expérience de l'entreprise et la mise en évidence d'un modèle représentatif de ce qu'elle a jusqu'à présent réalisé. Toute nouvelle estimation et toute analyse de la conception d'un nouveau projet seront réalisés par rapport à ce référentiel, en donnant la possibilité à l'opérateur de se démarquer du modèle pour intégrer les particularités de son projet. Trois niveaux d'estimation des coûts sont définis, correspondant à trois degrés de définition différents de l'ouvrage. Chacun de ces niveaux est compatible avec un état d'avancement de la conception : esquisse, avant-projet sommaire, avant-projet détaillé. La mise en évidence d'un comportement standard nécessite de procéder à des recalages garantissant le contenu des différentes familles. Les prestations les plus importantes sont identifiées pour représenter chaque famille. Les autres sont regroupées dans des divers ou des prestations occasionnelles. Pour chaque prestation identifiée, nous retenons un produit de base. L'étude des différentes opérations réalisées par l'entreprise met en évidence une dérive de prix que nous analysons : dérive due à la dérive de produit, à la dérive de quantités ou à la dérive de prix unitaire. Une partie de la démarche concerne spécifiquement les travaux que l'entreprise réalise elle-même. Il s'agit d'analyser le potentiel de son outil de production, d'identifier les gisements de productivité pouvant exister et de mesurer ensuite les progrès réalisés. L'expérimentation du logiciel permet d'apprécier les effets de lissage, de qualifier tous les résultats donnés et de valider les initialisations.
