Le développement rapide de systèmes non collectifs, aussi bien pour les eaux usées que pour les eaux pluviales, venant cohabiter avec les systèmes collectifs, rend cette évolution nécessaire. L'évaluation de l'efficacité d’un système d’assainissement urbain est actuellement essentiellement fondée sur le respect d’obligation de moyens définis à une échelle nationale. Prendre en compte les conséquences locales des moyens mis en œuvre en termes de service rendu devient une étape nécessaire et obligatoire dans la prise de décisions durables. Par ailleurs, les eaux urbaines sont aujourd’hui de plus en plus souvent considérées comme une ressource, et la diversité des acteurs vient compliquer encore la diversité des techniques. Le système devient donc de plus en plus complexe à gérer et beaucoup d’experts considèrent qu’il est aujourd’hui nécessaire de remplacer le concept d’assainissement urbain par celui de gestion des eaux urbaines. Dans ce contexte, nous proposons une méthodologie permettant de soutenir une stratégie de gestion durable des eaux urbaines, basée sur une logique de pilotage de la performance par des objectifs de résultats définis localement. Cette méthodologie est actuellement appliquée sur le SIVOM (Syndicat Intercommunal à Vocation Multiple) de l'agglomération mulhousienne, en partenariat avec la Société Lyonnaise des Eaux et les différents acteurs locaux (associations, autorités, Agence de l'Eau, etc.).

Hartog also accounts for the fact that the future is perceived as a threat and not a promise. We live in a time of catastrophe, one he feels we have brought upon ourselves.
