Book excerpt: This book is formed by various chapters studying the manner in which conflicts, changes and ideologies appear in contemporary Hispanic discourses. The contributions analyze a wide variety of topics related to the manner in which ideological and epistemological changes of the 19th, 20th and 21st centuries are reflected in, and shape, Spanish language, literature, and other cultural expressions in both Spain and Latin America. The 19th century was conducive to various movements of independence, while, in Europe, radical changes of different types and in all contexts of life and knowledge occurred. Language was certainly affected by these changes resulting in new terminology and discourse strategies. Likewise, new schools of thought such as idealism, dialectic materialism, nihilism, and nationalism, among others, were established, in addition to new literary movements such as romanticism, evocative of (r)evolution, individualism and realism, inspired by the social effects of capitalism. Scientific and technological advances continued throughout the 20th century, when the women’s liberation movement consolidated. The notion of globalization also appears, simultaneously to various crises, despotism, wars, genocide, social exclusion and unemployment. Together, these trends give rise to a vindicating discourse that reaches large audiences via television. The classic rhetoric undergoes some changes given the explicit suasion and the absence of delusion provided by other means of communication. The 21st century is defined by the flood of information and the overpowering presence of mass communication; so much so, that the technological impact is clear in all realms of life. From the linguistic viewpoint, the appearance of anglicisms and technicalities mirrors the impact of post-modernity. There is now a need to give coherence to a national discourse that both grasps the past and adapts itself to the new available resources with the purpose of conveying an effective and attractive message to a very large audience. Discourse is swift, since society does not seem to have time to think, but instead seeks to maintain interest in a world filled with stimuli that, in turn, change constantly. Emphasis has been switched to a search for historical images and moments that presumably explain present and future events. It is also significant that all this restlessness is discussed and explained via new means such as the world-wide-web. The change in communication habits (e-mail, chats, forums, SMS) and tools (computers, mobile phones) that was initiated in the 20th century has had a net effect on the directness and swiftness of language.

Focusing specifically on indigenous women, this book analyses how they, often in alliance with supporters and allies, have sought to improve their access to justice. Development practitioners working in the field of access to justice have tended to conceive indigenous legal systems as either inherently incompatible with women’s rights or, alternatively, they have emphasised customary law’s advantageous features, such as its greater accessibility, familiarity and effectiveness. Against this background – and based on a comparison of six thus far underexplored initiatives of legal and institutional change in Ecuador, Peru, and Bolivia – Anna Barrera Vivero provides a more nuanced, ethnographic, understanding of how women navigate through context-specific constellations of interlegality in their search for justice. In so doing, moreover, her account of ongoing political debates and local struggles for gender justice grounds the elaboration of a comprehensive conceptual framework for understanding the legally plural dynamics involved in the contestation of discriminatory gender norms.

Book excerpt: Over the past twenty-five years, nongovernment organizations (NGOs) run by women and devoted to advancing women’s well-being have proliferated in Mexico and along both sides of the U.S.-Mexico border. In this sociological analysis of grassroots activism, Milagros Peña compares women’s NGOs in two regions—the state of Michoacán in central Mexico and the border region encompassing El Paso, Texas, and Ciudad Juárez, Mexico. In both Michoacán and the border region, women have organized to confront a variety of concerns, including domestic violence, the growing number of single women who are heads of households, and exploitive labor conditions. By comparing women’s activism in two distinct areas, Peña illuminates their different motivations, alliances, and organizational strategies in relation to local conditions and national and international activist networks. Drawing on interviews with the leaders of more than two dozen women’s NGOs in Michoacán and El Paso/Ciudad Juárez, Peña examines the influence of the Roman Catholic Church and liberation theology on Latina activism, and she describes how activist affiliations increasingly cross ethnic, racial, and class lines. Women’s NGOs in Michoacán put an enormous amount of energy into preparations for the 1995 United Nations–sponsored World Conference on Women in Beijing, and they developed extensive activist networks as a result. As Peña demonstrates, activists in El Paso/Ciudad Juárez were less interested in the Beijing conference; they were intensely focused on issues related to immigration and to the murders and disappearances of scores of women in Ciudad Juárez. Ultimately, Peña’s study highlights the consciousness-raising work done by NGOs run by and for Mexican and Mexican American women: they encourage Latinas to connect their personal lives to the broader political, economic, social, and cultural issues affecting them.

Book excerpt: Between 1980 and 1994, Peru endured a bloody internal armed conflict, with some 69,000 people killed in clashes involving two insurgent movements, state forces, and local armed groups. In 2003, a government-sponsored “Truth and Reconciliation Committee” reported that the conflict lasted longer, affected broader swaths of the national territory, and inflicted higher costs, in both human and economic terms, than did any other conflict in Peru’s history. Of those killed, 75 percent were speakers of an indigenous language, and almost 40 percent were among the poorest and most rural members of Peruvian society. These unequal impacts of the violence on the Peruvian people revealed deep and historical disparities within the country. This collection of original essays by leading international experts on Peruvian politics, society, and institutions explores the political and institutional consequences of Peru’s internal armed conflict in the long 1980s. The essays are grouped into sections that cover the conflict itself in historical, comparative, and theoretical perspectives; its consequences for Peru’s political institutions; its effects on political parties across the ideological spectrum; and its impact on public opinion and civil society. This research provides the first systematic and nuanced investigation of the extent to which recent and contemporary Peruvian politics, civil society, and institutions have been shaped by the country’s 1980s violence.
