The injury assessment included determination of PCB transport pathways from paper company facilities to fishery resources of the river and bay, injury determination, and injury quantification. The injury assessment was conducted consistent with the Department's NRDA regulations at 43 CFR Part 11, and included assessment of injuries associated with state fish consumption advisories because of PCBs, exceedences of the Food and Drug Administration's PCB tolerance level, and adverse effects on fish viability.

This report was prepared as part of the Lower Fox River/Green Bay Natural Resource Damage Assessment (NRDA) pursuant to the approaches outlined in the NRDA assessment plan at 61 FR 43558. The purpose of this report is to present a detailed examination of the injuries to fishery resources associated with fish consumption advisories and exceedences of U.S. Food and Drug Administration (FDA)tolerances for PCBs. This report does not present data and information related to the releases of PCBs, transport/exposure pathways, or biological/toxicological effects; that information will be presented in other NRDA injury assessment reports.
