Book excerpt: In response to the Army's need to attain optimal use of manpower skills and aptitudes, the New Classification Techniques Task is engaged in a continuing series of studies to develop increasingly accurate and differentiated measures of individual potential. One objective of the Task is to determine the extent to which men of low or low average general ability can be successfully trained in Army school courses. Studies to evaluate Army classification tests as predictors of success in MOS training included enlisted men admitted from 1953-1957 whose AFQT scores were below current enlistment standards. From available data on 48 courses, estimates were made of the expected success in training of enlisted men in AFQT category IV (10th to 30th percentile) and in lower category III (31st to 49th percentile). Substantial numbers of AFQT category IV enlisted men could successfully complete MOS training courses of moderate or low difficulty level. However, supplementary aptitude area prerequisites are essential to assure selection of men who have sufficient probability of success in a given course to keep attrition at permissible levels--usually under 10 percent. For the more difficult courses, failure rates of category IV men were estimated as generally exceeding acceptable levels, even in courses for which the men had attained the requisite 90 or 100 aptitude area scores.

No longer would young men find their futures determined by the selective service system; nor would the U.S. military have a guaranteed source of recruits. America’s Army is the story of the all-volunteer force, from the draft protests and policy proposals of the 1960s through the Iraq War. It is also a history of America in the post-Vietnam era. In the Army, America directly confronted the legacies of civil rights and black power, the women’s movement, and gay rights. The volunteer force raised questions about the meaning of citizenship and the rights and obligations it carries; about whether liberty or equality is the more central American value; what role the military should play in American society not only in time of war, but in time of peace. And as the Army tried to create a volunteer force that could respond effectively to complex international situations, it had to compete with other “employers” in a national labor market and sell military service alongside soap and soft drinks. Based on exhaustive archival research, as well as interviews with Army officers and recruiters, advertising executives, and policy makers, America’s Army confronts the political, moral, and social issues a volunteer force raises for a democratic society as well as for the defense of our nation.

Book excerpt: To provide information about the performance and characteristics of effective and ineffective marginal personnel in the Army, a study has been made of approximately 1800 men with experience ranging up to 20 years in five MOSs (11E, Armor Crewman; 63C, General Vehicle Repairman; 76Y, Unit and Organizational Supply Specialist; 91B, Medical Specialist; 94B, Cook). The sample included a comparison group of men in the same jobs but coming from the upper (non-marginal) part of the AFQT distribution. Performance was measured by intensive job sample tests, job knowledge tests, and supervisor ratings. Information about background, personal characteristics, and military experiences was obtained through biographical questionnaires, a battery of published and experimental tests, and Army records.
