This is always a debatable view: realism habitually employs a crude utilitarian morality rather than being totally amoral, and ethical considerations have continued to play an ever more prominent role in the thinking and actions of policy makers and politicians. In addition, citizens increasingly expect policies not only to be efficient and effective according to some purely economic or prudential calculation, but also to be equitable and just as well. As a consequence, both the public and private morality of politicians and public officials has come under ever greater scrutiny. The essays collected together in this volume explore the ethical issues raised by the process and substance of policy-making, and discuss whether it is reasonable to expect ethical standards in public affairs.

R�ve s'il en fut jamais by the French author Louis-S�bastien Mercier (1740-1814) was the first imaginary portrayal of an ideal society projected into the remote future. It reveals a vision of twenty-fifth century Paris, and a world transformed into a community of general happiness, well-being and progress. In searching for answers for the problem of evil and the conditions of happiness on earth in his contemporary society, Mercier's utopia also offers a generally valid analysis concerning the means and aims of a happy life. On the other hand, the present study indicates that Mercier's vision of the "best of possible worlds" also reveals a great deal about the reasons why the prevailing eighteenth-century conception of happiness, founded on the Enlightenment ideal of rational control, already contained the seeds of its own destruction. This investigation by Riikka Forsstr�m sheds light on Mercier's utopian vision both as critical mirror image analysing its own society, and as an exploration of possible futures. In his utopia, Mercier deals with a wide range of subjects, from the needfulness of political reforms, and economic theories, to the collision of a spiritual with a more secular- scientific world view, and even addresses women's position in society. He makes us reflect on the limits of the possible and how the possibilities could be transformed as part of a living culture.

Book excerpt: The general aim of this book is to present a study of a dramatic genre which was a significant facet of French drama in the period from 1784 to 1834 and has never before been singled out or analyzed. The striking feature of the plays of this genre is that the protagonists represent French literary figures. A casual examination of a collection of late eighteenth-and early nineteenth-century plays, many of which concern literary figures, led to the initial idea for this study. Conscientious cross-checking was sub sequently done in a number of reference works and contemporary newspapers to obtain complete coverage and to draw up a list of all the plays in which French literary figures appeared as characters. From the total number of such plays, 153 have been used as the primary source of information. They were found scattered either in different collections or as separate copies in various libraries. This source has been supplemented by use of theatrical journals and almanacs giving reviews of some of the plays which were not published.
